Time Stall

A dissertation on the subject, written by one Setramat Henal, of Bizhept, posits that the stalling of time is a result of some otherworldly forces interfering with the natural flow of time. According to various experiments performed by the Bizheptian branch of the Supernatural Defense Initiative, electronics are affected universally the same as organics, unless held by a 'dreamer' (see: The Dream ), or similarly strong-willed individual; that is, electronics will be stalled, rendered inert, but in the state they were in when the Time Stall began.
While it was difficult to reliably run experiments, with the creatures/events that cause this sort of effect being impossibly chaotic, Setramat and her coworkers managed to corral a group of 'corrupted urchins' into the test area. Cameras set up on the perimeter of the test area rolled accordingly, capturing the tide of urchins marching through, though in what appeared to be an instant, the urchins snapped to the ground, bloodied and defeated. The bodycams on the team's uniforms tell a completely different story, as the cameras recorded every second of otherwise frozen time while the team engaged in a protracted, bloody battle with the urchins.

Manifestation

To general observers, the main manifestation is utterly invisible, with the stalling of time unobservable to the populace.  To specific individuals, however, time will appear to draw to a standstill; droplets of water lingering static in the air, the breeze falling to nothing, and all sound becoming but a continuous hum.  A Time Stall is usually- but not always- preceded by a freak storm, and sometimes 'dreamer' observers have claimed to see tendrils writhing in the dark clouds.
