Polis of Umbar
The Polis of Umbar is the governing body of the city-state of Umbar.
Territories
Central Umbar, Outer Umbar, and the Port of Umbar are the primary administrative regions of the city of Umbar itself.
Greater Umbar is a large swath of land comprising of parts of the Shifting Sands and of the River Thiaro's flood plains. Its population generally submits to the de facto rule of the Polis, usually via paying of tributes rather than by direct administration or occupation.
Military
As the city lacks any neighbors that pose any significant military threats, large scale external conflicts are scarce. However, House Pínodë does maintain a small army typically used to protect against any external dissent from localities Umbar's government may demand tribute from, and its Patriarch has the authority to conscript members of the Copper Guard in the event of an imminent external threat.
Religion
While the Church of Light is the official religion and is a key part of the city's government, worship of other gods is neither forbidden nor discouraged; in fact, only one of Umbar's Houses, House Mílaukë, is solely dedicated to Vraisos the Bright. The other eight houses are instead dedicated to a different god of the pantheon, with the only ones not represented being Matyuvet the Swift and its children, Dandes the Grim and Déskálitos the Hungry.
In addition, religious practicioners--namely clerics and paladins--are the only ones within the city able to openly practice magic; any other practicioning of magic is either considered taboo or outright a crime punishable by either a lengthy prison sentence or death, with a High Priestess of the Sacred Council serving as judge, jury, and--if she so chooses--executioner.
Trade & Transport
Trade is incredibly important for the city, with trade routes over both land and sea supplying much of the city's food. Land routes typically have their goods received either at storehouses just outside the city gates or at the Umbar City Market located within the Outer District.
Trade with other towns and cities also generates the bulk of Umbar's tax revenue, through tariffs placed on incoming goods and subsidies received (usually as a result of coersion) from outside localities desparate to integrate themselves with Umbar's prosperous economy.
