Council of Umbar

The Council of Umbar is the upper house of the legislative branch in the Polis of Umbar. It consists of the matriarchs¹ of each of the city's nine noble houses.

Leading the Council is its Speaker, who is appointed by a simple majority vote of its nine Consuls.²

¹: The patriarchs of each of the houses are permitted to fill in only in the event of the incapacitation of the house's matriarch; however, they are not permitted to perform the role of Speaker, even if the matriarch being stepped in for held the position prior to her incapacitation.
²: In essence, the Speaker serves a role very similar to what we would consider a "prime minister" in our world. She serves at the leisure of the Council, and can be revoked at any time by a supermajority (two-thirds) in a vote of "no confidence".
