In the past, magic wasn't exactly uncommon, but underused by most of those who had it. As those with the gift discovered their power and some of them started to organized together, magic became more and more rare. Meanwhile, the practicioners of the different ways to use it to do more and more complex things, discovered that they weren't safe. Other wizards and the jelous or scared or rightfully angered non-wizards were all threats.
What really happened is a mystery, thought there are plenty of theories about the wizards almost extintion, from which only two families survived. They worked together to survive, managing their secrets, their magic, and any other resource at their hand.
By now, there is more than two families, but only two strands of magic in the town they build together.
