Laurel

Magic is a tool, just like any other. Is not meant to be abused but neither should it be wasted. Is a difficult balance and Laurel doesn't think that anyone has any more right than others to decide where is the healthy middle. She won't openly ignore the law or wise recomendations, but she doesn't take them so seriously either.   And that describes her approach for any other topic you may think about.

Motivation
She knows that her job is very important to identify potential threats to the people she loves, so she takes it very seriously even when she has never found anything to relevant to deal with.   That said, the truth is that she prefered to work with children. Being a nanny was more fullfilling, because she could see the seeds become beutiful trees. She has always loved to see processes of that kind. She knows it happens with society too, but that's difficult to see.   It's okay, she can be patient.
Don't worry about it, hon. Either you can fix it, or not. If you can fix it, there is no time to lose; if you can't, there is no need to waste your time in a hopeless thing.
— Agnes, to little Fred when he was around 8 years old.
