The League of Free Cities

Formed of the seven Free Cities, the League is only a union in name alone. Since the founding of the League a millennia ago they've known little to no cooperation, sticking together only as to protect themselves from the larger nations of Joia.   First formed by the first and so far only Hierarch, Danai Melide, the League has changed much since, though some things have stayed ever-present. For example, an ancient law says that the Hierarch has full control of the Leagues international diplomacy when a Hierarch is in office and that only a unanimous vote from every city state can counteract a decree from a Hierarch. This, among other things, means that the League has technically been at war with the Kingdom of Thenniden for over a millenia, as there has been no point in time where the entirety of the League has wished for it to seize. Not that it means much given that a proper battle between the nations hasn't occurred for over sixty years and the individual cities can still have their own relations with the Kingdom, some even being outright allies. It should also be mentioned that much like revoking a decree of a Hierarch, only a unanimous vote can see a new Hierarch elected. This has yet to happen, though attempts have occasionally been made.   Apart from being known for constant infighting, the Free Cities are also known as some of if not the best magicians on the continent with each city specializing in one school of magic with the exception of the school of necromancy. They also each have a sub-specialization, again with the necromancy exception.

Structure

The leader of the League is the Hierarch, but underneath that, every city-state has its own hierarchy.

Culture

The League has no one true culture, each city has its own internal culture.

Public Agenda

The League has no one goal given that they are barely united in the first place.

History

First founded by the first and so far only Hierarch, Danai Melide, over a millennia ago, the League was brought together through her silver tongue to defend themselves from the reaching hands of the nations surrounding them, most prominent being the Dominion of Breme. She instituted many policies and treaties and while those held, their spirit did not, and the League in truth died with her.

Demography and Population

The population of the League is mainly human with a few elves, orcs, and dwarves being able to be found scattered around the city-states.   The largest populace lies within the region of the coastal city-state Dorion while the smallest lies with the slave state of Lakeda, the average region holding 700.000 people and the League in its entirety holding 5 million people.

Territories

The territory of the League is ancestral as they've held it for over a millennia and more if you count the city-states holding them before banding together, but the borders within the League tend to shift around quite a bit as the cities war on each other.

Military

The League itself doesn't truly have a military per se, but each free city has its own military to which they can lend to the League at large if the need arises.

Technological Level

The technological level of the League is roughly that of the others, though it has been much slower to accept the new technologies than its neighbors.

Religion

The Creed of the Major Gods is, as they are everywhere else, the most powerful religious organization. It holds most power within the city-state of Alethea where a sect of the Creed has become the ruling class. There is however one city, Elefth, where the worship of any deity of any kind is prohibited as they see all gods as nothing more than unnecessary tyrants.

Foreign Relations

While each city-state has its own individual relations with the other nations of Joia, the general relation is that of caustic trust. The exception to this rule is the Republic of Slek with which the League has rather friendly relations, mainly given that they don't share a border.

Trade & Transport

Most transport within the League is through the Golden Road and its many off chutes.

Education

The specific education within the League differs depending on the city, all having certain specializations. They do however all have a generally higher education within the schools of magic, especially within their preferred schools.

Legislative Body
A Hierarch will write legislation when they are in office, but it is otherwise made by the different rulers of the city-states.
Judicial Body
No one body is responsible as no city-state would accept that, and the laws are instead interpreted by the cities themselves though kept in check by the other cities.
Executive Body
No one body is responsible as no city-state would accept that, but the treaties and legislation of the League are meant to be upheld by its members, and should they break then the League itself would likely break as well making it all somewhat pointless.
