The Free City of Lakeda

Though it has changed many times over the years, with not even the name staying over the course of its history, the city of Lakeda has existed in one way or another for over two millennia.   First formed by slave masters from the Shen'laran Empire fleeing the empire after the Emperor's Fall, the city has always and likely will always use slaves for as long as the city exists. In fact, one-third of the city's current population is slaves, or as they call it, indentured servants. As the times have changed, the views on slavery have soured quite a bit and so a thin veneer has been put over the ancient practice of the city. For while it is technically possible for a servant to pay off their entire debt this is obviously incredibly rare and most live their entire lives with only a small sliver being paid off, their children inheriting the debt of their parents.   The most effective way for a servant to pay off their debt is through one of two means though they often go hand in hand. Allowing the Magisters of Lakeda to transmute oneself in many different and often permanent ways decreases one's debt and enlisting in the Lakedan army, usually for 20 twenty years greatly decreases the total debt. As soldiers are encouraged to get transmutations, stronger soldiers do tend to survive longer. This has resulted in a rather strong and incredibly obedient army as most all transmutation comes with the slightest bit of magical persuasion embedded in the minds of the victims.

Structure

Lakeda is controlled by the Magisterium. The Magisters of the Magisterium are divided into several groups all of which strive for control of the city-state.

Culture

The culture of Lakeda is one of strict privilege and oppression. The actual citizens live in somewhat luxury, enjoying the work of others. The servants however seek freedom, ever reaching but never grasping.

Lakeda seeks to grow their state, through force if necessary.

History

The city was first formed in the years after the Emperor's Fall and quickly established itself as an important figure by conquering most of the cities that would later join the League using the fact that most were still in disarray after the war and that Lakeda at that point had the most advanced army in Joia.   This wouldn't last however as a general tried to take the throne of Lakeda causing a civil war that resulted in the law that said that no free person in Lakeda could hold arms for the city.   Roughly 11 centuries after the rise of the city, a major revolt took place. A woman who became known as the Sword of the Free slew all but one Magister and led almost all slaves of the city out of it even slaying an avatar of the God of Chains according to legend. This group of slaves eventually formed the city of Elefth. This was a major blow to the city, but they did eventually manage to keep hold of themselves rising to relative power again.   They would eventually be persuaded by the first Hierarch Danai Melide to join the League of Free Cities though they would continue their ceaseless attempts to invade their neighbors and regain their empire in the years after the Hierarch's death.

Military

The enhanced slave soldiers of Lakeda are the only military within the city-state given how it is illegal for free people to bear arms. These are trained extremely well, learn advanced strategies, and have spells cast on them to enhance them beyond what they otherwise could be.

Foreign Relations

Suffice it to say, there aren't really that many nations that particularly like Lakeda. They are more tolerated than anything else.
