The Free City of Vasileios
Of all the Free Cities, Vasileios could be described as the least decisive. What this means is that Vasileios can be one of two cities and depending on their current King or Queen. They are either a trusted if somewhat decadent ally or a fierce military force bent on conquering the rest of creation.
This is partially due to the nature of the ruling family. The founder of the family, Areti Kyrios, was a notable warrior who managed to take control of what would become the city's army and used it to spectacular effect against the young city-states enemies. Her sons however were far more docile and used the wealth their mother had earned for lavish parties and gifts. It has now become somewhat of a cycle that the kings or queens will spend to their heart's content until a descendant grows hungry and ambitious and decides to take up arms again to find ever more wealth and glory outside of their walls, standing assured that they will always have a fiercely loyal army at their back, for they too hunger for violence in peaceful times.
Of all the Free Cities, Vasileois easily has the best-trained military, a tradition that goes back since their founding. They are best known for their war-casters, for while fewer of their mages reach the echelons of what is possible, they all are trained more than in other cities on average. They are also rather well known for their light cavalry, most of which are archers. These are some of the best cavalry on Joia, only bested by the Kingdom, though Vasileios' horse is much faster and often deadlier given their range. Given their inclination to war, it is no surprise that the city favors the school of evocation though with a noticeable bent towards abjuration following the old adage that a dead mage can't cast a fireball.

Vasileios is ruled by a king or queen with a large amount of lesser nobles and general serving in different roles underneath them.
Culture
To put it simply, Vasileios believes that they are better than most everyone else. This is true when they are at peace, but it is best shown when they are actively conquering.

History
The first people of the city, including the Kyrios family, were minor nobles under the Most Triumphant Emperor who fled as he fell, their private guards laying the groundwork for the army to come. There was quite a bit of infighting between these nobles as to who would rule the city until Areti Kyrios bent all her enemies beneath her superior might. The city would then see itself going from lavishing on its wealth and occasionally bearing its teeth when a ruler or the army got too restless, attacking the other cities and the Kingdom somewhat equally. This enmity with the Kingdom is also why the League is still technically at war with Thenniden. When there has been a vote, Vasileios has always voted to stay in the war.
In more recent history, however, there is the coup by Nicolaos Kyrios who successfully killed his brother, a somewhat common happenstance in the Kyrios family, and sent his nephew Demos Kyrios fleeing. He has seized control of the military who has proven themselves very loyal and he seems to try to get Vasileios back to their conquering days after multiple generations of idle kings and queens.
Military
The military of Vasileios is smaller than many of the other city-states, but it is by far the most well trained. They are most well known for their cavalry, but it can also be shown in their mages. While they have few extremely powerful mages, their average skill level is far higher than the average of any other city-state.
Religion
Though religion is usually a given in the City of Strife, the current monarch might change that however they please.
Foreign Relations
While Vasileios relation with other nations are often neutral to slightly positive, there is always a worried understanding that a power hungry member of the Kyrios family break down the relations that have been fostered.
