The Free City of Dorion

The largest of the Free Cities and the unofficial capital of the League given that the original Hierarch originated from the city, Dorion is one of the most powerful of the Leagues cities. Its status as unofficial capital means very little to anyone outside of Dorion however as most of the other cities would rather burn down before accepting it as reality.   Dorion is best known for its almost absolute dominance of the seas of not only the League but in many ways most of Joia. It's said that there isn't a single harbor in Joia without a ship from Dorion at any given time. This maritime supremacy has led Dorion to be one of if not the most influential of the Free Cities on the other nations of Joia. Dorion has some form of trade with all nations which has led it to great riches as well as having the most friendly view of the other nations. This has often led to other Free Cities accusing Dorion of holding foreign interest over that of the Leagues. A sentiment that is not wholly unfounded.   Dorion, like all of the other Free Cities, is also a haven for spellcasters. The mages of Dorion, many of whom serve on the many ships, both merchant and war, specialize in conjuration magic with evocation magic being a favorite among many others, and the two often meet. This has helped greatly in them conquering the seas, as few ships can do much when the enemy has mages that can control the seas to rise against them or even summon storms.

Structure

Two different offices rule Dorion. The Basileus is a hereditary office that deals with the diplomacy and law of the Free City and the Strategos are elected officials in charge of the city's fleet and military. The two offices are often clashing with the Basileus, especially for pitting different Strategos candidates against each other to prolong elections when they happen. Underneath these two are several different minor offices ruled by either of the greater offices.

Culture

As the unofficial leaders and largest amount of people, the City of Sails are seen as having a little bit of a superiority complex as well as a bad temper when denied something.

History

The towns that would become Dorion first started as three small fishing villages that were eventually banded together by Aenos Basileon in the face of growing threats such as the upcoming city of Vasileios and the ever-prodding empire of Lakeda.   The city was afterward ruled solely by the Trakas family who had inherited the city after Basileon died without children and they would continue to do so until the 12th century when they suffered a major defeat. The Orcish Bluemane Line of Varkan managed to invade the city by sea causing great unrest. This loss caused the office of Strategos to be formed as the Basileus were no longer deemed fit to lead the army and fleet.   It would of course later be the city where Danai Melide, the first and only Hierarch, would be born. She would manage to first persuade the current Basileus and Strategos that the nations of the world would eventually take the Free Cities should they not band together in defense. Dorion, loving the wealth that other nations brought yet also fiercely independent by nature, would be the Hierarch's greatest supporter in her endeavors and has ever since her death been the main driving force for the League staying together even if each new possibly Hierarch they've brought forth has been rejected.

Demography and Population

Almost the entirety of the population of the city-state can in truth be found outside its cities, usually in smaller villages near the coast. A lot of people do however often visit Dorion itself.

Military

The most significant military force within the city is easily its navy. It is near uncontested in its might with only Varkan being able to match it, though usually only when the orcs are on the deffence.

Foreign Relations

While its relationship with the other Free Cities is complicated at the best of times, the city-state has a rather good relationship with most other nations given its frequent trade with them. This does not include the state of Varkan in the Dominion, however, as Dorion quite often too irritated over them being the only ones to ever truly defeat them in naval combat.
