Pagomas Council

Known as the country of orcs . The country is one of the more wealthier independent nations on the continent.

Structure

General

  The council is formed by the elected leader for life the Pagomas. The Pagomas forms a council of ministers to assist him and the government. Under the ministers are local elected majors that control small regions of land throughout the country.  

The Leader and the Council

  While the official name for the leader of the Pagomas Council is the Golamaz their tongue, in Imperium Basic it's the word 'leader'. As stated, he is the elected leader of the country with a life term. While other nations have parties of ideology, the orcs have found them archaic. They prefer a family system in which candidates are picked from the pool of influential families throughout the orc population. It's very cut throat and dangerous to one's reputation.   The council is a set of ministers that the Golamaz chooses. There are no official positions such as treasurer or master general. Each Golamaz chooses as many minsters as he wishes for any kind of position. Old literature has referenced that a previous Golamaz had a Minister of Forests to ensure the protection and maintenance of the forest within the nation. Another only had two ministers, one to manage the army and one for trade, for about a year before adding five more. In all cases, the Golamaz can adjust them as he sees fit.  

Local Governments

  The position of mayor would be most similar to what would be called in the Imperium as a local lord. They manage cities and hamlets of designated areas. With about 20 in total, they work with the day to day issues in their regions and support any legislature that the Golamaz passes.   The mayor elections are similar to the Golamaz. Local influential families pick a local candidate to run in the election. However, the election total is not the deciding factor to get elected. The Golamaz picks the mayor from the pool of candidates whether or not they have majority vote though this rarely happens. It most cases, having 70% of the vote will result in winning the position.

History

The old tribes of orcs once dominated the region from the elves and Aravitourus who tried to settle the area before the Imperium. The orcs were tough and determined to protect their lands and did so through force. However, the constant attacks from the fallen races forced them to be divided. The distance between tribes and the conflicting cultures never allowed them to work to completely push them out. The conflict didn't last forever, and the fallen race began to weaken, and their empires collapsed.   During the collapse of the fallen empires, the tribes completely forced out the other races completely, but this was not enough. The orcs turned on the other tribes and war broke out between them. During this time period the other races such as the humans and wolvan were beginning to make their own empires for the ruins of the fallen races. While they fought, the wolvan country, the Carawand Monarchy, began to conquer the outer tribes in the orc territory. It was then that the orcs suddenly realized their folly. With the encroaching wolvans armies, the orc tribes met under a week of peace to discuss how to protect their ancestral lands. Within that week at the Rock of Pagomas they made an accord that the orc people are more important than their conflicting ideas. The Orcs united together and form the Pagomas Council with a sole leader by the name of Lorma. They pushed out the invading armies like it was out of a fairy tale and took back their lands.   Now for the first time in their history, the land was exclusively under orc control. No other races were allowed on their lands and they isolated themselves from the outside world. They found that the blood lost to their conflict were for nothing if they were to lose their homeland and resulted in a cultural evolution among their population. Once a battle hungry people were now finding other ways of sating their competitive spirit. It culminated in what the Archives refer to as their Economical Revolution. Their previous methods of trade were based around a barter system that was controlled by the tribal leader. Now a full capitalist society was created, but they were still against foreign contact.   Once the Rasselfall Kingdom fell to the Aulus Imperium, they noticed that they may no long be able to keep back the encroaching human populations from invade like the races of old. They opened their boarders hoping the humans would be content. Then they waited and began to prepare for the eventual attack from the humans just like it had from the elves, the aravitourus, and the wolvans. It of course, it never came.   Time passed, and the orcs saw a new opportunity. The Imperium had become a world super power, so conflict was inevitable if they were to keep themselves diplomatically neutral. In the coming years after, they brokered trade agreements and began to situate themselves as a power among the nations in trade. Trade blossomed as they began to work with the Imperium and the orcs' transformation was compete as they dropped their war like traits for more civil, diplomatic, and lucrative schemes.

Demography and Population

Military

Militarily they have one of the weaker set of ground forces due to their numbers and armaments. Of course, they have found another area to make up for it. Their navy could rival that of the Imperium's fleets. With their new found capitalist ideals, having a powerful navy to protect their trade fleet is required. While not to say their ground forces are not impressive, they are well trained, but they do not have any numbers or any modern weapons.

Foreign Relations

Money has become a very important good among their people. This has promoted diplomacy among their neighboring regions to trade good from all across the world. This would be the first indication of globalization in history, but only to an extent.
