Northguard

Northguard is an elective council of elite hereditary families. The Elite Voght is chosen from amongst the 13 ruling families, or any other great house that can garner the credit of at least three of the houses and enough wealth to buy a seat on the Voghtgammot.
Northguard first appeared as a nation during the civil war of the Great Theoidor Empire as the war caused devestation many disenfranchised peoples moved northwards and established a series of Djems along the Northern Coast of Kagren.
The Djem of Aspenton became the first to unite the other Djem's in the Council of Northern Guards. To protect from threats to the area. They proclaimed that they wished to protect the rights of each of the Djems; the Djems atthe time were Aspenton, Branglen, Norther Abbey, and Harkinlet.
These Djems became the first Voghts with Aspenton's family becoming the first Elite Voght. Djem holders are granted two votes on the council versus the lesser landless voghts. Djemvoght was a title granted to a new "count" of a province and so three other Voghts were added to the Voghtgammot over time; Equinshear, Red Rocks, and Javelinnook. Eventually the family of Aspenton were elevated to a position of near royalty and were called Czars. Thier palce as Djemvoght was given to a smaller branch of thier household. This made the total voghts 8. Over time 4 families bought into the voting system. The Centaurs of the Hronuhin Confederation were granted a title of Djemvoght for thier vast series of trade networks and infrastructure construction.

The Elite Voght: The House selected to be the Elite Voght is granted one additional Voght called the Elite Voght. This member of the council leads the Judiciary of the country and has the power to veto any law that has less than 67% support.
The Czar Voghts: The Czar Voghts are granted to the first family of Northguard. They are granted two Djemvoghts, and one Czarvoght. This series of votes are hereditary.
Djemvoght: Two Djemvoght seats are granted to each ruling family of a county or large body of ennobled landholders.
Voght: A seat granted to a notable person or family. Requires a large sum of wealth and support of at least 3 houses.
