The Head King, Adam Franks
From what files we can acquire from a Vigil database obtained by one our investigators, Adam Franks is the leading man of the A.L.P.H.A. Program and its esteemed founder. He was initially an unknown but promising scientist in the field of advance engineering and bioengineering that was recruited by the U.S. government to run a private organization meant to development new technology during the cold war. Now however, he and his group now sell their inventions and data to other criminal groups across the world.
Wanted Level: S. He's classified as a war criminal by every non-human race on the planet. His experimentation on other races and selling illegal weaponry to less then reputable groups can not be tolerated by the world's governments. Currently he is wanted alive to be properly punished by Vigil authorities.
Threat Level: B. We aren't aware of all he's capable of and by all accounts he should be an old man past hs prime, but he does have access to advance technology and is likely well guarded by his own personal guard.

Personal history
According to files acquired from Viligant HQ, during his youth Adam wasn’t exactly a major in the field science despite his incredible mind when developing new technology, and his progress in the fields of bio-engineering. This changed in 1960's when his creations caught the attention of the C.I.A. believing that his expertise could be put into use against the Soviets during the Cold War. After giving him enough money to further his developments and projects he created a whole new department dedicated to the research and development of new technology. However, this has also resulted in him having to deal with even more restrictions on how much he can get away with during experimentation. Which reports claim he complained about as it slowed down the progress of many projects he worked on.
Everything changed during the Vietnam war when a few soldiers came across a nest of paranormal creatures that almost defy known scientific knowledge and could perform feats no human could. With his interest and curiosity pique he goes out to study the first thing he could get his hands on and proceeded to question/disect the new subject of his interest. Adam now has learned of the existence of the paranormal and instead of revealing his findings to his higher ups he chose to keep this information to himself. Afterall he couldn't run the risk that his bosses would more than likely cut his funding and kill him for violating the rights of the subject. He would then go and recruit a few individuals that had his similar mindset in order to secretly perform their questionable research without the watchful eye of their employers.
Him along with his assistant Eva would than develop an entire network where they were free to conduct their experiments using a few well-placed bribes within the C.I.A. to ensure no one questioned the immense spending on his classified but 'important' projects. Which in reality were just a few warehouses and labs where they conducted their illegal experiments and the creation of potentially world threatening weaponry. However, after a thorough investigation done within the C.I.A. close to the end of the Cold War it was discovered how much of the budget was going into secret projects. With this the experiments were exposed and by 1992, Adam was arrested for his crimes of inhumanity. However, while on his way to detainment his transport was ambushed by an unknown individual which led to Adam and the remnants of his organization to form the Program that we know of today.
