The Organisation/ORG

Originally the American Beuro for Magically and Powered Investigation and Containment, the ORG's new name was originally a working title. though it was later officially renamed the International Magical Containment and Research Organisation, the name 'the Organisation' or ORG stuck as it was used in the reporting on the Naomist Crisis prior to the official re-name.   ORG is an international organisation of agents who work to detect, investigate, research, and if necessary contain, detain, or destroy magic. Since magic is so rare and poorly understood, many governments are unable to deal with magic threats even when backed by national and international hero groups. So,the main weight of dealing with these threats has fallen to ORG.

Structure

The ORG is divided into three sub-categories: field agents, research and forensics, and support staff. They are assigned ranks that are supposed to make them compatible with other militaries, though this doesn't work very well and it's generally assumed that an ORG Private that knows what the beep is going on out ranks any non-ORG military.   The field agents are arranged in field teams of two to five agents. Some have specific specializations like stealth, while others serve mixed purposes. Two agent teams are typically most feared as they signify the presence of very powerful agents. The five agent Team Resolute was a deviation on this trend, as it combined two teams who were already known for their powerful and elite members. (Team Victorious was a two person team, and Team Dauntless had been two person prior to the recent addition of Teodor Rogel

Public Agenda

The official mission of ORG is to research and contain magic for safety and better understanding. While they still do a lot of research, circumstance has led to them being a mostly combat/law enforcement based organisation. As funding continues to dwindle, more and more research portions of the ORG are dropped as non-essential.

History

ABMPIC and the Americans

  The ORG was originally founded in 1991 as the ABMPIC, a Beuro of the US government focusing on magic phenomena and threats within the United States. During its years as ABMPIC, the organisation worked closely with American superheroes, especially in the Los Angeles area. They did some of the first and most groundbreaking research on magic in the past century.   ABMPIC was a thriving organisation for many years, investigating and monitoring known magic sites, people, and items. Their research was crucial to the modern understanding and distinction of magic. Due to the government that sponsored it, ABMPIC was the largest and best funded exclusive magic focused organisation in the world for over a decade.      

The ORG Goes Global

  While the function the ABMPIC served was vital, the rarity of magic meant their usefulness waned over the years. As the most commonly found magic effects became common knowledge heroes had less need to call on ABMPIC for help. Eventually, the cost of maintaining expensive research labs and personnel was greater than the benefits of the Beuro.   At the same time, the United Nations was looking to form its own organisation of magically specialists whose research and services would be available to the world at large. The UN had offered to hire on personnel and buy bases and research from several smaller magic research and containment groups around the world, and they made the same offer to the US government. While the US gave up its extensive research archive and several specialised equipment, they did not contribute any of the former ABMPIC bases.   As the majority of the research, infrastructure, and personnel for the UN's Organization came from the ABMPIC, it is very much considered the Bureau's successor.   In the years following the UN's Organisation's formation, a lot of work went into constructing a team of specialists, heroes, soldiers, spys, and researchers, as well as building up the infrastructure they needed. The original ORG infrastructure was almost exclusively repurposed ABMPIC technology.   The biggest investment in this era was the construction of a base on a small island to the south west of Greenland, which served as the only neutral territory base for the Organisation. At the time, this base was mostly focused on training new agents in a secure environment.      

Enami Changes the Game

  While the ORG struggled to find their feet as a UN organisation, a storm had been brewing just under the radar. In Japan a known magic user Naomi Enami had unlocked new and dangerous magical secrets, which she didn't report to the local government or ORG. When she was caught using these magics in a petty crime in 2003, Enami escaped ORG custody and fled the country. While there was a manhunt at the time, Enami was not found. At the time no one grasped just how powerful she would become.   Over the next few years, the extremist group the Enamists made their near global presence known. Their loose ideology and promises of great power let them recruit rapidly, and Enami did a masterful job of keeping opposing groups separated within the larger movement, which prevented infighting.   As these Enamists' started to use more and more devastating magical effects, ORG agents were deployed in large numbers to help law enforcement, UN troops, and even once the US secret service to stop these threats. Most of the deployments were focused in warzones and other areas of unrest where the magic was exasperating already bloody conflicts.  
Warzone Los Angeles
  The Enamists officially became a first world problem when a covert group that had been amassing power in Los Angeles launched coordinated attacks on many known government (especially government + hero) bases.   The ongoing conflict between the enamist and US heroes and military stretched on for over a week, effectively turning LA into a warzone. The conflict was finally brought to an end  {by massive ORG and government intervention. This attack on the US's capital of heroic power, and the relative success it had at the start brought massive attention to the Enamist situation.   Other Enamist groups began attacking more stable and technologically advanced regions. At the same time, funding for the ORG tripled.  
Ending The Enamist Reign
  Conflicts with Enamist groups continued for two years. With the additional funding, as well is new research and an influx of new agents, the ORG was able to make substantial progress in taking on even large groups of Enamists. It was in these two years that the magic crimes prison was constructed in the Pacific Ocean. It was designed to detain the massive influx of magically powered convicts during this time. While the MCP is affiliated with the ORG, they did not and never would have control over the prison. It is instead operated by other UN forces.   Even as her cult following began to fall apart, Enami remained unworried. Her high council was considered untouchable, even by the most powerful ORG teams. In 2008, Enami publicly announced to the world that she and her council were going to finish this soon, and she mentioned a ritual which would make all her plans come to fruition.    A team of ORG scientists headed by Dr. N.O. were able to determine Enami was talking about one of three types of rituals, and uncover ways to interrupt such rituals, though the effects of interrupting a ritual was not known at the time. Around the same time, Japanese government officials flagged two of Enami's known associates entering the country.   Once the venue of the ritual was determined, ORG joined forces with the Japanese government and an international team put together by the UN, and set their trap. The joint team attacked shortly after the ritual was started, when the Enamists were distracted and vulnerable. After a few hours of intense fighting, Naomi Enami and many other inner circle members were arrested.   
Jennette Alexander's Attack on the ORG Base
  Jennette Alexander and Joann King escaped together. Alexander was captured a week later, and brought to the ORG base for questioning, awaiting transport to the MCP. Alexander let very little slip during the interrogation, and ORG was in the process of handing her off to prison transport when she broke loose.   For the next half hour, Alexander attacked the ORG base. Her partner and co-conspirator Joann King then arrived in a stolen military helicopter. The two faced off against  Team Conviction, and mortally wounded Lieutenant Devi in their escape. Neither was seen again for years, and the helicopter was found dumped in the middle of the ocean.

Silent Decade

  For the first several years following the Enamist crisis, the ORG continued to remain a vigilante and present force, looking out for the next Namoi Enami. The base was rebuilt, this time even more secure and with better technology, and there was a complete overhaul on many of the ORG's gear and systems in 2010. And then, it was quiet. People lost interest, ORG lost relevance, and funding plummeted.   During this era, ORG stepped back into it's less active investigative role. The number of agents dropped severly, and upgrades on technology and weapons were few and far between. At this point ORG began to out source much of its research since maintaining the labs were costly.  

The Necromancers, the Return of Enami, and the End of the World

  Unknown to everyone, three silent threats had been brewing during that quiet decade. The most obvious was the potential return of the Enamists- while Naomi herself remained incarcerated, Jennette Alexander and Joann King remained unaccounted for. Jennette was spotted using an alias to cross the border into Switzerland in 2014, but investigators were unable to find further evidence of where she was.   Unbeknownst to law enforcement at the time, the fall out from the interrupted ritual had poisoned the magic of those involved. As Naomi was restrained and prevented from using her magic, this wasn't obvious, though in later years it started affecting her physical body and powers. Alexander and King, however, were using magic and powers frequently in their time on the run, which expedited the poisson's effects. Due to this, they began seeking out a cure, and the ingredients to make it work.   Even while the Enamists were still sewing chaos, a new threat had been emerging in the United States. Dangerous magic writings on necromancy went up for auction, and were purchased by a group of shady business folk. After experimenting with this new, death defying magic, they learned they would need a wider power base to sustain the magic. Thus, they founded the necromancy cult, which had been slowly growing in the United States since then.   The Necromancers were finally discovered in 2020 by a joint force of Team Dauntless and Team Victorious, who were later combined into one Team Resolute to combat this new threat. ORG and the necromancers clashed on an increasingly large scale in increasingly public places, and the Necromancers soon found themselves facing global awareness.
