The Pernsival (Purn-civil)

Structure

The Pernsival pride themselves on having a society based in representation, and they claim to be dedicated to the improvement of public life. The highest position of power in the Pernsival is Premier. The Premier is the final say on all major decisions and is the head of the executive branch. The Premier must be a member of the High Parliament before becoming Premier. The main governing body of the Pernsival is the High Parliament. The High Parliament addresses national issues and collaborates with the Low Parliament to write laws. Beneath the High Parliament is the Low Parliament, often just referred to as the Parliament. They are representatives from every settlement across the Pernsival's borders, often times, the Parliament is just used for low level squabbles, but occasionally a small issue can grow into the High Parliament. Just beneath the Parliament is the Court Circuit. When it is deemed that someone has broken a law they will go to the court circut, where they will be assigned a legal team and public jury. Beneath them is the Guild Associates. The Pernsival have a command economy, and the guild associates serve as the bridge between the businesses of the Pern and the government. They make regulations, assign positions, and keep watch over business practices. Some say the Pernsival's fingers stuck inside of enterprise stifle the economy and its growth, but others say the Pernsival keep workers from being exploited. Beneath the guild associates are the enforcers, local and nationwide. The local enforcers guard settlements and make sure only lawful activity is permitted. The nationwide enforcers keep watch over the seas spanning the Pernsival's borders.

Culture

Much of the culture of the Pernsival revolves around the ideas of unity and diversity. The Pernisval were formed out of the displaced people of settlements that the Orwoin had demolished in their conquering. They also had strong ties to the native populations of Hade Genasi and Sun Goliaths. This ideology has benefited the Pernsival as it has opened them up to many different options and ideologies from many different sources. This ideology of unity and diversity causes many Perns themselves to try and reach a peaceful resolution before attempting a violent one. The most valued aspect of Pernsival life is often community. Many Pernsival attribute many of their best memories to their hometown. Whether its one of the bustling metropolises of the Pernsival or a smaller town in a rural area. This isn't to say that every aspect of Pernsival life is happy and fun, but the main take away is that the Pernsival value community and unity over all other aspects.

Public Agenda

The Pernsival haven't been very focused on the outside world as of recently, they've been focused on improving the public quality of life and their own settlements. Through a new effort put forth by current Premier, Premier Layton Jones, the act, called the Self-Improvement act has forwarded much of the government's funding towards improvement of Pernsival settlements in more undeveloped regions of the Pernsival's borders. There have been some hiccups however, as in the Keaton Isle Region, known for its mining towns, has had the issue of the current leader of the miner's guild has been redirecting the funds sent to the cities into his pockets. And in the Greyson Archipelago region, the increased pirate presence in the area causes many aid shipments to the cities in that region to be attacked by pirate vessels.

Assets

The Pernsival have enough industry to keep going in the wealth department, but they are also known for their large port cities. The Pernsival thrives on trade and the port cities help maximize the amount of income gained through trade. In regards to military, they have a sizable navy that is competent at best, no where near as proficient as the navy of the Orwoin, their main rivals. However, the Pernsival more than make up for their lacking navy in regards to their land based military. Infantry is specially trained to wield a variety of weapons for every situation. Swords, spears, axes, crossbows, firearms and more still. The Pernsival recognize that in order to keep up with the rest of Hadeneau, they have to make their strong suits even stronger. The Pernsival also value animal husbandry, and the unique horses that are native to Hadenaeu's island environment have been domesticated by the Perns, giving them a strong cavalry to help bolster their land defenses. Their cities are also designed around defending their weak spots, specifically their harbors, as they are fortified with lookouts, soldiers, and thick stone walls braced with young wood that can take cannon fire easily.

History

The history of The Pernsival begins intertwined with the history of the Orwoin, as in the year 1350, the Orwoin began their conquest of Hadeneau. The conquest left many independent settlements demolished, and their residents displaced. Seeing all of this happen, and experiencing it themselves, the married couple of Theodore Clarke and Mercia Dewitt, founded the small state of Pernsival. They invited all who had been displaced by the Orwoin to migrate to their state, an already large number, but the Orwoin's conquering continued, and more and more people found solace and a new home in Pernsival. As their numbers continued to grow, Theodore and Mercia began to realize that they had an opportunity to build a new country, and win back some of the places they once called home. In 1390, The Pernsival Repubic was founded. Fearing that they may one day become the kingdom they were displaced by, the Pernsival designed their system to be based around a multi-leveled parliament that would incorporate the needs of the people.   The Pernsival already had expected the Orwoin to initiate a war between the two, but initially, the Orwoin did not take the Pernsival seriously. It wasn't until the Pernsival had begun expanding their borders closer and closer to the Orwoin that they were nervous and preparing to enter battle. During a disagreement between two homesteaders of the Orwoin and Pernsival, both attempting to make a claim on the same plot of land, a fight broke out between the two, ending with the death of the Pernsival homesteader. Whether intentional or not, the death caused a fervor throughout both countries, and not long after that, war broke out. The Orwoin entered the war expecting a swift and total victory, but the Pernsival were aware of their cockiness, and were preparing to use it against them. After a year of fighting, the war ended and the Pernsival, despite suffering many heavy losses, emerged victorious. They signed a non-aggression pact with the Orwoin, and then turned inwards, focusing on improving themselves. That decision brings us to present day. The Pernsival are known to keep to themselves, following a code of live and let live. They still make contact with other countries and trade with others, but besides that, the Pernsival, to this day, remain mostly silent, determined to keep focusing inwards and improving their citizen's lives.

Demography and Population

The Pernsival claim jurisdiction on land that is known and recognized, by the Pernsival themselves, as land owned by the Hade Genasi. The two parties hold eachother in high regard however, as they have come to eachother's aid since the inception of the Pernsival. The Hade tribes living in Pernsival territory agreed to recognize their land as part of the Pernsival, as long as they were able to keep their tribal law system and keep their identity. The Pernsival agreed, and the two have coexisted ever since. This was also a benefit during the War of Tears, as a chunk of the Hade population lived within the Pernsival borders or began to flee to them, the Orwoin could not reach them there. The Population of the Pernsival is diverse and vast, as the Pernsival are vocal about their greatest strength being their diversity. Many of the Pernsival's citizens live in the large cities dotted around the borders, and yet there are many small homesteads and villages that are either on the coasts, deep in jungles, or scattered across the sunny grasslands in the centers of islands. The Pernsival are also in the midst of a baby boom, as the increasing quality of life in the Pernsival is giving its residents hope for the future, and they are growing their families as such.

Territories

The territories of the Pernsival are held on the western side of Hadeneau. Their territory is quite expansive, likely due to the large number of people who joined after being displaced by the Orwoin in the early days of the country. Their most southern point is the southern tip of Braxton Isle, the northern most being the north coast of Celt Island. The eastern reach of their borders is the eastern side of Maggie's Bay, and the western point is the west coast of Sailor's Bounty. Their vast borders may cause some to think that it would be a challenge to unite the peoples of all these different locales. Truthfully, however, it hasn't been exceptionally difficult. The Pernsival's islands are mostly on the larger side, and as such, multiple settlements can be established on one island. The Pernsival have used it to their advantage, and they have spent a large amount of effort on making sure that the communities are linked for the benefit of both. The Pernsival rule over their cities in an effort to provide equal treatment to all settlements within their borders, but corruption seeps into the mix. Despite the Pernisval's best efforts, corrupt officials can make their way into the settlements, guilds, and communities of the Pernsival, and it has become more and more common.

Military

The Military of the Pernsival are made up of ground forces and a navy. The Pernsival's navy is the weaker of the two, as the Pernsival spend much more time focusing on improving the cities and islands of their territories, and as such, they spent much more time focusing on how to improve their ground forces as well. The Navy became somewhat of an afterthought, attracting the members of the military who couldn't make it in the ground forces, as the navy accepted those who simply wanted to be part of the navy. All of this isn't to say that the Pernsival's navy is incompetent, far from it, but they are no where near as respected as the ground forces of the Pernsival. The Navy of the Pernsival is made up of Escorts, ships assigned to escort mercantile vessels or otherwise, Patrollers and Defending ships, ships tasked with sailing on watch for potential threats, and Interceptors, ships assigned with intercepting threats and putting an end to them. Ships of any category can be assigned to these positions, but larger more well armed ships are usually assigned to Escorts and Defense positions, while smaller, more nimble ships are assigned to Intercepting and Patrolling positions.   The most impressive aspect of the Pernsival's military however, is the ground forces. The Pernsival's ground forces are separated into the Infantry, soldiers trained with melee combat, along with limited firearm knowledge. Specialized Infantry, these are special units with specific purposes in battle, including Heavy Melee combatants, who carry heavy weapons like greatswords and hammers, Riflemen, lethal long range combatants trained with powerful rifles, Medics, considered combatants, as they carry weaponry, troops designated to protect and assist injured soldiers. Cavalry, mounted combatants who lead charges. Artillery, stationary troops who provide supporting fire for troops on the front line, also used to take out enemy positions and strongholds. The greatest strength of the Pernsival's military is their training. Even the most basic infantry is given courses in tactics and planning, as it will let the Pernsival soldier use their knowledge to gain the upper hand no matter how dire the circumstances are. The Pernsival's soldiers are also only given one to two weapons to use, but are trained extensively in those weapons, as that way, they become so proficient that the weapon almost becomes an extension of the user. The downside of this however, is that the soldier will have little to no knowledge of any other weapons, and in a battle where you may be disarmed, it can be a death sentence.

Technological Level

The Pernsival are no slouches when it comes to being with the times. The Pernsival use their connections to their benefit, as they have top of the line gear from all of their allies. For example, the Dwarves of Citadel Hellblau give the Pernsival their top of the line artillery and guns in exchange for opening up mines in Pernsival territory. They also have an advanced sewer system with a new type of plumbing, indoor plumbing. The ability to easily dispose of body waste has improved hygiene among the Pernsival ten-fold, and many Pern inventors have begun toying with new navigation tools, to better improve sailing speed.

Religion

There is no official state religion of the Pernsival. The diverse peoples living within the Pernsival bring their customs and religions with them, and as such, you will find many different types of worship and churches across the Pernsival's cities. While not a national religion, the most common religion among the Pernsival is Madonism, only because it is the most common religion throughout all of Hadeneau.

Foreign Relations

The Pernsival, while keeping to themselves more often, still must be able to tell the rest of the world they exist and interact with them. The Orwoin are their largest and most influential neighbors, and while they aren't outward with their distaste, they are certainly not thrilled with them. The Pernsival and Orwoin are reliant on each other however, as they are always in high demand for assets that one or the other has. That could be lumber, ores, crops, or luxury goods like teas, fruits, spices, sugar, silks, gems, and countless other resources that both groups want.   While the Orwoin and Pernsival co-operate through gritted teeth, the Pernsival have much friendlier relations with other countries like the Charlet Republic. The Pernsival have entered an alliance with the Charlet Republic, and have dedicated themselves to assisting and protecting the Charlet Republic, as it is much smaller than either the Pernsival or Orwoin. They also have formed a bond with the Ruby-Eye Dwarves of Citadel Hellblau. Along with that, the Pernsival have invited many of the new Elvish Houses to set up businesses within their borders.

Laws

The laws of the Pernsival are much less detailed as the Orwoin's for example. The Pernsival attempt to write laws to be as expansive as possible without making them too convoluted. The High and Low Parliament collaborate to form these laws and the Premier details how they ought to be enforced. The code of laws that is most often referred to when someone is arrested is the Code Lancaster. The Code Lancaster was named after the man it was written by, Barnaby Lancaster, a vital figure in the forming of the Pernsival. The founders, Mercia and Theodore entrusted their friend Barnaby with writing the first set of laws for their country, and after a week of debate among the first Parliaments and Barnaby, they eventually came to the creation of the Code Lancaster.  
  1. All citizens of the Pernsival are entreated with the right to a fair and unbiased trial upon arrest or accusation of a crime.
  2. Citizens are open to take legal action to a townhouse or courthouse of the Pernsival at any time for any reason.
  3. Property owned by citizens of the Pernsival are sovereign to that citizen and can only be repossessed or searched upon authorization from the government.
  4. Members of guilds are subject to fair treatment by their employers, and the government of the Pernsival have full authority to seize the assets of a guild and reform said guild if egregious treatment of employees is proven.
  5. Taxation of Perns is and will remain proportional to the personal wealth of the citizen.
  6. Taxation of Guilds is subject to value of goods provided by artisans employed by the guild.
  7. Crimes such as arson, vandalism, disturbing of the peace and other obstructive or destructive acts are punishable by imprisonment.
  8. Crimes such as pilfery, coercion, and blackmailing are punishable by imprisonment and, in extreme cases, deportation.
  9. Crimes such as murder, trafficking, or assault are punishable by lifetime imprisonment, deportation, and beatings.
  10. Crimes such as piracy, including but not limited to theft, coercion, murder, trafficking, assault, and vandalism, is punishable by lifetime imprisonment and beatings.
  11. Crimes relating to the use of magic for any of the criminal acts described above are punishable by imprisonment, deportation, and beatings.
The law enforcement of the Pernsival is efficient, but there are people behind it, and everyone has weaknesses. The arm of the law can be twisted if you're willing to use some less than clean tactics. Bribery, blackmailing, even ransom are all possibilities and have been done in the past.

Agriculture & Industry

The heartbeat of any country is its income or economy, and the Pernsival's relies on agriculture. Every other country in Hadeneau relies on the Pernsival for agriculture, as many of the crops purchased throughout all of Hadeneau come directly from the Pernsival's farms. Agriculture is so integral to life among the Pernsival, the Dougallos, the Farmer's Guild is one of the most profitable companies not just in Hadeneau, but in the larger world. The Dougallos are so powerful that there are even times where the Pernsival's government has to give way to them. That, in fact, is the other aspect of the Pernsival's industry. The Pernsival have an extensive relationship with the guilds of Hadeneau. Even going so far as to dedicate a whole government job to being a watchdog of labor abuse in industry. The guilds of Hadeneau have been a growing concern for the Pernsival as they have been growing in power very quickly, and its been increasingly difficult to control them.

Trade & Transport

As mentioned before, trade is a massive part of the Pernsival's assets. The Pernsival make immense amounts of money exporting their crops and animal goods, but they also rely on much of the capital goods offered by the Orwoin. Broken stone, lumber, ores, and countless other goods are purchased from the Orwoin. The Pernsival are very protective of their trade routes, especially against the threat of pirates. The common belief is that the Pernsival are endlessly merciful, as they have a reputation of peace, and they recently abolished the death penalty. This reputation does not, however, extend to pirates. The Pernsival are known to execute pirates as soon as they have captured them, and they have a shoot on sight ordinance assigned to any crew flying a pirate flag. Merchant ships of the Pernsival are accompanied by multiple navy ships, and the merchant ships themselves have soldiers stationed on them to repel boarding parties.

Education

The public of the Pernsival are provided a free education from first to tenth grade, and past that, there really is no higher education. Many enter into apprenticeships but those are more specialized. While incredibly rare, some skilled students seek out education of a more mystical nature. Some people seek out education from a mage. The public is enthralled with stories of amazing feats performed by magic users. And many children often dream of obtaining those powers. The main difficulty of getting an education in magic is finding someone who will teach you. Magic users are few in Hadeneau, and often times by themselves as much as possible, as many people fear magic in Hadeneau. But it is possible, the other half of the battle is convincing said magic user to teach the young student how to do magic.

Infrastructure

The Pernsival pride themselves on their clean efficient cities, as they have extensive sewers underneath their roads, and they have dedicated areas to dispose of waste, where it will be dealt with by city cleaners. The Pernsival don't have many castles, they have some, in the largest cities and the capital, but the largest building in many Pernsival cities are the Courthouses and Townhalls. The Townhalls hold all of the records of the citizens and are the job locations of all government positions in that city. The Pernsival cities are also reinforced with thick stone and wood walls, designed to protect from cannon fire and to provide lookout points to repel invaders or raiders. Pernsival cities are also linked with extensive road networks that run out, in, past, and throughout cities.

The islands of the Pernsival have some notable differences from the islands of the Orwoin. The Orwoin's islands are slightly more arid, and their forests are comprised of thick jungles. The Pernsival also have jungles, but they have more conventional forests as well, usually on or near coastal cliffs. Some notable areas include the up and coming Greyson Archipelago and The Heartlands, the islands in the center of the Pernsival's borders, home to their most developed cities.
Currency
The official currency of the Pernsival are called Notes. Notes come in four different types (these names are all common names for the currency used by commoners, high society and government institutions refer to them as notes.) A Penner, a bronze coin equal to about a copper piece. A Worker, a silver coin equal to a silver piece, A Fatman, a gold tinted piece of paper equal to a gold piece, and a Lord, a shiny, iridescent piece of paper equal to a platinum piece. These notes are used in day to day exchanges, but larger transactions are done through Bonds. Bonds are government issued currency that can be gained by depositing an amount of money equal to the bond requested, and then withdrawing the money as a bond rather than notes. Bonds are used as an easier and more organized way to spend large amounts of money. Bonds manifest physically as documents that detail the amount of money the bond carries, who it is owned by, when it was issued, and where to cash it out.
Major Exports
The Pernsival make most of their profits from exporting their crops and animal products. So much so that if the crop trade were to suddenly collapse, so too would the Pernsival. The Pernsival feed the rest of Hadeneau, and they make sure it is known. One of the most scandalous events in the Pernsival's history was when a smaller confederation known as the Hertzgort Allegiance began to make threats towards the Charlet Republic, the Pernsival cut their access to their crops, starving the country. The Pernsival would later apologize and send aid to the country, but the damage was done, and soon after, the confederacy collapsed.
Major Imports
The Pernsival import many of their construction materials from their neighbors. Things like refined metals, carved stone, processed lumber and other materials. However, Perns part of High Society have created a new trend however, and are illegally importing exotic pets. Jaguars, parrots, apes, and even creatures like oozes are all joining the menageries of these pompous paraders. The Pernsival have been attempting to crack down on these smugglers, but the trade remains lucrative, so it continues. Smuggling has been an increasing issue not only in this regard, but recently, the Healer's Guild, known as the Bleeding Doves, have convinced the government to crack down on hard liquor and alcohol. The most beloved drinks that were banned were grog and rum. As such, pirates have been making a fortune selling the illegal hooch to less than reputable establishments.
Legislative Body
The Legislative Body of the Orwoin is a large parliament that is divided into two different parliaments. The Low Parliament, which is dedicated to less important nationwide affairs, and the High Parliament which is dedicated to the pressing nationwide issues. Both are responsible for writing laws but it is split into two sections. The Low Parliament obtains feedback from the public and debates on if it is important enough to be written into law, and if it is deemed worthy, will be written and then sent to the High Parliament. The High Parliament will then debate on it in regards to how it will affect the government as a whole and lawful or ethical it would be to implement the law. If the High Parliament deems it fit, a vote will be called between the highest ranking members of each Parliament and if the vote passes, the law will go into effect. If the vote fails, the veto can be overruled if more than half of the High Parliament and Low Parliament vote against the veto. Members of the Low Parliament are elected in local elections by the citizens to represent their city's interests, and members of the High Parliament are elected in nationwide elections by all citizens. Candidates for the parliaments campaign in similar ways to politicians in our world, and while Low Parliament elections are held when the current representative's term ends, the High Parliament and Premier elections happen once every six years.
Judicial Body
Surprisingly one of the lowest positions in the government, the Judicial body of the Pernsival is referred to as The Court Circut. The Court Circut is made up of the three court types in the Pernsival. The Public Court, The Military Court, and The High Court. The Public Court is responsible for resolving criminal or civil cases relating to the public sectors of the Pernisval. The Military Court resolves cases that are in relation to issues pertaining to the army or navy of the Pernsival. The most unique branch of the Court Circut is the High Court. A special court set up for the most serious cases in the Pernsival, both the Public and Military court feed into the High court. The High court is used when cases cannot be resolved in one of the former courts, and further deliberation is needed. Judges for the Public court are appointed by a Lord/Lady under the Jurisdiction of Parliament, Military Judges are appointed by senior commanders, and the judges of the High court are appointed by the Premier themself.
Executive Body
The Executive body of the Pernsival is intertwined with the Legislative. Technically, the governing executive body of the Pernsival is the High Parliament, but the responsibility more falls within the highest ranking position among the Pernsival, the Premier. The Premier appoints all executive positions across the Pernsival's borders, and as such, all must report to them. The Premier is also responsible for presiding over the High Parliament's meetings, and resolving stalemates and issues when they arise. The Premier is also the head of the military of the Pernsival, the commanders of the land and naval forces respond to them. They are also responsible for determining how the executive forces of the Pernsival are to respond to any issues that they are required to act on. That could be law enforcement like the city guards, the navy, or mayors of cities.
