The Slum Quarter is the lowest rung of life within Greyhawk’s walls, a place of despair where penniless immigrants, struggling laborers, and the destitute crowd into dilapidated, crime-ridden tenements. Those who live here scrape by on meager wages, their days spent in toil and their nights dodging the dangers that lurk in the alleys.
While the City Watch largely ignores the district, another power thrives in its shadows—the Beggars’ Union. More than a loose collection of the impoverished, the union is a vast network of con artists, informants, and spies with ears in every quarter of the Free City. Their knowledge of Greyhawk’s underbelly rivals that of any guild or governing body, and those willing to slip a beggar a gold orb or more may find themselves with a valuable lead.
Outsiders who don’t dress down to match their surroundings quickly attract unwanted attention, and frequent visits all but guarantee that the union takes an interest in their activities. Before long, they may find themselves shadowed by a seemingly friendly figure—Burl, a one-handed halfling with a silver tongue and a hidden blade. Charming and ever eager to buy drinks or share useful tidbits, Burl is a skilled manipulator, always angling for profit. He may act the part of a helpful ally, but when the price is right, he’ll betray his new “friends” without hesitation.
