Imperial Xethess

Structure

Xethess is ruled by an Imperial Governor whose decisions are rubber-stamped by the Conclave. The Senators who surrendered were allowed to serve out fill terms, the ones who actively assisted the occupation were elected again. Further candidates were hand-picked by the Governor.   The governor commands a garrison of 2,000 soldiers -- mosly Verdonese Army and Mercenaries. The Lord Commander of the Garrison (formerly the Military Governor) is the second in command to the Governor and takes care of day to day military and law enforcement while the Governor focuses on matters of state. Magoc has recently sent a high ranking Mage to be its representative but his cachet is significantly lower than the Millitary here as there is very little control over the magic users here and barely any cooperation on both sides. The Theurgical Society has representatives who have slightly more esteem, and they are focusing on building goodwill among the Elven population. The Yeomanry is constantly requesting more reinforcements to stop inter-organization quarreling and root out Remnant spies and bases in the area.   The city has been split into five administrative departments which coincide with strategic areas rather than socially defined neighborhoods. This is to more easily secure the city at the cost of administrative overhead.

History

For a tumultuous six months following the conquest of Xethess, the military struggled to run the city under Martial Law. However, as the The Xethess Remnant began to increase in strength, the need for some return to normalcy and at least the illusion of self-rule was needed. On 3/1 EY, a charter was issued by the Military Governor yielding control to the Imperial Envoy to Xethess, a not quite as despised figure, who would rule henceforth as Imperial Governor. The structure of the Xethess government was reinstated with some limited local control in small areas of the city but no real power to affect executive government overall.   The new Imperial Governor enlisted the aid of a few Snow Elf advisors and the Theurgical Society who managed to help him establish a working relationship with local Elven leaders and popular unrest abated slightly, although attacks by the Xethess Remnant did not slow down. By the autumn of 215 EY, an army of Imperial troops was finally at the Military Governor's command, with orders to corner the Xethess Remnant into a trap. Supported by the brutal White Hawk Corps, the Army left town on 11/1 to begin their campaign. After thirty days of apparent success, the Army was led into a trap and nearly annihilated. By survivors' accounts, though, the enemy had been totally destroyed and the Xethess Remnant was no more.
