Clarion, the capital of the Duntaluum province, stands as a testament to both reverence for magic and a deep-seated fear of divine retribution. Once a thriving summer resort, the city now operates under the strict rule of Bres Nuada, known as Unna Maska, whose edicts shape the lives of all who reside within its walls.   Ruled by Unna Maska, the city follows the ancient ways of Fogholt, a system revived by Bres Nuada after he leveraged the Black Fog Plague to seize power from his mother. The mask is both a symbol of protection from divine punishment and a marker of identity, worn by all residents.   In Clarion, identity is sacred and masked in mystery. The ornate masks worn by its citizens denote their station and class, creating a society where anonymity and status intertwine. The city's populace is deeply invested in magic, eschewing traditional deities in favor of arcane reverence. The Tenants of Unna Maska are strictly enforced, prohibiting religious practices, demanding honesty, and mandating masks at all times. The largest deposit of Maegon in Galfin lies within the city, tightly controlled by the paranoid Unna Maska. The metal is essential for crafting magical items and has applications in non-magical healing remedies. Government

Ruled by a local Lord, Unna Maska. Use the ancient ways of Fogholt where the civilians were originally from. The mask protects you from death and from the prying eyes of the gods. People, even Undesirables, still follow this tradition due to an erratic fear of the gods. 30 years previous the town was run more like a summer resort until a resurgence of the Black Fog erupted in the Summer Ward. Bres used this tragedy to undermine his mother’s rule and bring back the old ways. In the ways of Fogholt, you didn’t have to live life afraid a god would send a blight upon you.

Defences

Walls and barracks in the Central Ward of Clarion.   Outer Ward has little to no defences besides Hollow Priests patrolling and arresting people who break the Tenants of Unna Maska.   Blighted Ward has no defences.       Clarion's military presence is marked by the Hollow Priests, a secret police force infused with Ancestral Ink, granting them precognition at the cost of their personalities. They enforce the laws of Unna Maska with ruthless efficiency, often preempting crimes before they occur. The Central Ward, housing the city's elite, is well-defended with walls and barracks, while the Outer Ward and Blighted Ward lack substantial defenses, relying solely on the patrols of Hollow Priests.   Military Units:   Hollow Priests: Infused with Ancestral Ink, led by the Hollow Ordinance, they act as the enforcers of Unna Maska’s rule. Lord's Guard: Led by the Protectorate, Bastien Morrow (currently on leave).

Industry & Trade

Used to have many rich familes vacation there but after a resurgence of the Fogholt Plague swept through the Blighted Ward (Formerly the Summer Ward) most of the economy is driven by Clarion as a trade port and the tightly controlled sale of the rare maegon metal. This sapphire metal is vital to mages who wish to craft magic items. Maegon is also used in many non magical healing remedies.

Geography

Edge of the eastern coast of the Gaulan Plains. Rivers run through the city into the Arid Sea. Central Ward is on a separated island.     Situated on the eastern coast of the Gaulan Plains, Clarion is traversed by rivers flowing into the Arid Sea. The Central Ward, located on a separated island, is the seat of power, flanked by the Outer Ward and the blighted remnants of the Sommer Ward, now known as the Blighted Ward.
