The fox is a establishment made for gambling. Unlike other bars or places where gambling happens, this place was built with the express purpose of gambling. For that purpose it also set up house games and dealers hired by the establishment. For the time of its construction this was unique as at the time gambling was seen as a thing for the rich and illegal in Bersail (though not well enforced).
When Fièn opened this establishment, The 5 families of Bersail quickly realized the potential of a place like this and quickly allowed it. This place was effectively the first casino of its time. The place very quickly became very profitable.
