Chief Oakden is the District Chief for the Salt Slums. He's been put in a bad spot because the Bekkai Crime Family has a historic claim to the land underneath the Salt Slums. The Bekkais have had a complicated relationship with the efforts to legitimize Grasmere. Katalina Sanabria imprisoned or shipped off key Bekkai members until the family was barely kept alive, mostly by non-blood relatives.
Fabiola Auguste saw the resurgence of the family after some of the younger members grew into their legacies. She chose to deal with the Bekkais with more of a give-and-take approach, which gave rise to the persistent scandalous rumors that Auguste had cut a deal with the family to allow them to expand within certain limitations, though Fabiola denies those rumors to this day.
Tasiya Demetres, on the other hand, saw a lot of the interactions between Fabiola and the Bekkai family during her training and felt Sanabria had been more in the right. Some of her early decrees directly targeted Bekkai holdings and income streams. This caused the Bekkai to step up their iron-fisted control over the Salt Slums. In response, Demetres ordered the Town Patrol to increase their presence in the district. In response, the Bekkai family began disappearing patrollers. Chief Oakden begged the Regent to smooth things over so Tasiya tried and found the Bekkai uncooperative. She ordered the Town Patrol to avoid the Salt Slums and has attempted to bolster the peacekeeping with her own personal guard as well as the Pillarguard but the former are used to luxury and ceremony rather than hard work and the former seem to have departed the island of late.
Now Chief Oakden has taken into his own hands to negotiate a treaty with the Bekkai: he will turn a blind eye to all their activities except for death or threats to the Song of Harmony.
