Demographics
The casino is home to various kinds of settlers, and houses all manner of strange customer, as long as they have the caps to pay for their room and board. Most of the casino's clientele are humans but they also service some ghouls as well, though not as often. The Keystone Caravan Company and some smaller caravaner companies often will use the casino as a rest stop during their longer routes across the KOP Wasteland.
Government
The King of Prussia rules over the Casino and the surrounding area on the eastern side of the highway near the Crucible. The king has a large gang of well-armed and armored NCR exiles that follow him, he calls them the Prussian Militia. They control a strip of the King of Prussia area that extends as far south as The Mall and as far north as the Railway Station at the shores of the Schuylkill.
The King runs the casino and its gambling floor and has agreements with several caravan companies including the Keystone Branch of the Crimson Caravan (Keystone Caravan Company) and the United Tradelines Caravan. To aid in his expansion the king also funds much of the minutemen's endeavors in exchange for them helping to guard some of the Casino's most vital assets.
The Casino has its own set of rules that it operates under, there are two sets which are called in house and public. The in-house rules refer to the rules within the confines of the casino itself and generally consist of non-violence agreements and a ban on guns and explosives from visitors to the casino. The in-house rules also stipulate the kind of gambling and entertainment that can be done on casino grounds. Public rules are for general conduct within the wastelands that are under the king's control, these rules are much less restrictive and structured with the only major rule being that the destruction of Casino property or harm to casino personnel without just cause is punishable by either exile from the territory or death.
Defences
The casino is guarded by the Prussian Militia, a well-armed and armored army of former NCR soldiers who are fiercely loyal to the king and who live within the casino, they will defend it as if it were their home. In addition to the militia, the casino also has surveillance systems that are controlled from the Head Manager's Office at the top of the Tower.
Infrastructure
The casino is a large complex with multiple adjoining buildings that make up its shape. The primary building of the casino is the tower, this is the central structure of the casino and houses the gambling floors and the officers of those who work the casino, this is also where the king's penthouse is located, at the top of the tower. To the right of the tower is the hotel the location of the militia barracks and the main place of residence for those living and visiting the casino. The convention center is to the left of the tower and has been largely destroyed by the Great War and raider attacks in the early years of the settlement. The remnants of the center have become a staging area for the caravans that move through the region and stop at the casino, most of the supplies and shipments that move through the casino are housed within the center making it the most well-guarded part of the casino save for the vault. At the basement level of the casino, below the layers of infrastructure that keep the lights on for the casino, is the vault. The vault is enormous, a heavy 5-foot-thick door tops the vault and prevents anything from getting inside. The vault and its security measures are all pre-war in make, a small contingent of protectrons act as the vault's final guards, while laz-turrets overwatch the anti-chamber just before the vault. The door is locked with a RobCo terminal lock, unlockable only through the use of a special line of code that is possessed by the owner of the casino. Inside the vault is the sum total of the gambling arrears owned by the King and the casino, along with tens of thousands of caps the vault also houses several other valuable items that were either recovered by Prussian-Militia forces or lost by gamblers to the house. The vault has a smaller section at front of it just beyond the main door, this space is used as a public housing module for the contraband and sensitive cargo of some of the higher profile caravans that pass through the casino. The king makes the bulk of his caps through this endeavor, as the militia and the casino are known as some of the most trustworthy brokers within the Keystone Commonwealth.
The Casino itself is powered by three large fusion core reactors located within the basement of the casino and guarded by militia veterans. Additionally, the water for the casino comes from water pumps set up on the banks of the Schuylkill, rudimentary filters allow for much of the irradiation to be lifted from the water, but some baseline radioactivity still remains. The Pump House, it guarded by another small contingent of militia veterans commanded by a militia sergeant.
Districts
The casino can be broken up into three distinct districts, each with their own purpose.
The Tower
The central part of the casino is The Tower, the first four floors of the tower are strictly for the gambling floors of the casino, slots, card games, and other methods of gambling and betting are housed on these floors. The gambling floors are patrolled by Pit Officers, special militiamen who are adept in detecting cheating within each game on their floor. The Pit Officer is backed up by a small number of armed militiamen who act as the security detail for that floor, finally, each one of these floors houses a Pager, a young child often called "errand boys", whose main job is to watch for the signal from the Pit Officer telling them to alert the upper security of the casino such as the Captain or any of his sergeants. Above the gambling floors are what are called the High Roller Suites, these are private rooms and gambling dens reserved for the casino's wealthier clientele. These rooms can be outfitted and tailored to the needs of the individual client and the services offered are always top notch. The High Roller Suites make up the fifth, sixth and seventh floors of the tower and are some of the most heavily guarded floors in the whole casino. The top three floors of the tower are reserved for the quarters of the Pit Officers, their Pagers and the guards for the High Roller Suites. These floors have all the amenities necessary to house and stock the militiamen stationed here. At the very top of the tower is the Royal Penthouse, this is the personal lounge, office space and living area of the King of Prussia himself. No one except Captain McNamara and Colonel Monroe are allowed to enter into this floor without the expressed permission of the king himself. The entrance to the stairs that lead up to the Royal Penthouse is blocked by a clerk's desk, upon which sits Jannie Thomas the secretary to the king, and the woman who manages who gets to see the king. Inside the penthouse, the king is guarded by twin assaultrons he has named Max and Mini, but the king is also protected by a sentry bot who the king has named Lucky.The Hotel
The right side of the casino is the Hotel, a large hotel that is the housing place for the poorer clientele of the casino, drifters and independent caravaneers can often times find themselves renting a room within the hotel. The bottom two floors of the hotel act as the barracks for the bulk of the militiamen of the Prussian Militia.Assets
The casino has a vault of tens of thousands of caps that keep the interests of the casino and the king afloat. This money helps to appease both the brotherhood and the enclave and allows the King and his casino to remain autonomous within the conflict around them. The casino also boasts a robust armory of both pre and post war arms and armor that are used by the militiamen to help defend the casino and are also sold to both the brotherhood and enclave in return for their patrols to avoid the KOP area around the casino.
History
In the early months of the year 2250, the KOP Wasteland was largely controlled by roving raider groups and ruthless warlords who divided up the land and territories through war and subjugation. One of these warlords was a man who was only ever known as The King of Prussia, he was known as a ruthless warlord and man of cunning, who took residence up in the Valley Forge Casino, where he ran a gambling and whoring den.
The army at the King's back were known as The Prussian Militia, they are a large group of NCR outcasts who crossed the continental US by using the Crimson Caravan's Transcontinental trade route. The king and his militia carved a bloody path through the King of Prussia area, gathering up much of the land between the casino and the Schuylkill River. The king and his forces got into many skirmishes with the Philadelphia minutemen, but when most of the powerful warlords were killed or driven away from the KOP Wasteland, the king was the last to remain in power. By this time, the Valley Forge Casino had gotten involved with the Keystone Caravan Company and several other lesser caravaning companies within the KOP Wasteland. With these trade ties, the minutemen were forced into a peace agreement between them and the king, the agreement was that the minutemen who protect the settlements around the borders of the king's territory but would not interfere with any business or conduct undergone within the king's borders. In exchange the king would allow The Mall to utilize the casino's storage capabilities so that they could engage in trade with the rest of the KOP Wasteland.
In 2270, the king was approached by representatives from the Enclave within The Forge and a deal was made. The king and his men would stay out of The Forge and prevent any travelers or caravaneers from entering it, on the condition that the Enclave will not interfere with the king or his caravan trade.
In October of 2278, the king was approached by the newly established Keystone Brotherhood of Steel and made another deal. The king and his men would permit brotherhood patrols to enter into his territory to search for pre-war technology remnants on the condition that they would abide by his territory's rules. In exchange the brotherhood would protect the king's caravans as they head up the I-476 heading toward Reading along the 422.
Today, the king maintains a delicate balance of power, trying to ensure that his borders are respected by both the Enclave and Brotherhood, while also attempting to profit off of both sides.
