Reading

I wouldn't walk into that cesspit even if you gave me a million caps, that place is crawling with all sort of awful stuff, ghouls, radroaches and a bunch of other nasty crap. -State Forest Settler

Demographics

Reading was almost completely destroyed during the Great War, as it was one of the region's most advanced weapon's manufacturer. After the war Reading was left in ruins, a highly irradiated fog hangs over the city like a thick haze and all manner of mutated monster prowls the city's streets. There are some raider gangs that call the city home as well, often fighting with each other over territory, or with the Brotherhood and Enclave forces that are attempting to delve into the city and recover any lost technology hidden within it. There is one small community that can be found within Reading, taking up residence within an industrial spillway these settlers have created a small place of their own within the dying city.

Government

The Spillway is a very small community, largely made up of loners and scavengers with a very loose governing structure. They operate off of a family honor code, they do not steal from one another, nor do they kill each other. But that means nothing for outsiders including the raiders of the area, though many Spillway settlers know not to push their luck with raiders or the Brotherhood and Enclave.

Infrastructure

The settlement operates off of scavenging and trading with some of the more agreeable raiders and mercenary companies. Though the spillway does not operate with any caravans they are prone to operate with some less than scrupulous traders and wanderers.

Districts

The Spillway is broken up into three sections, the first being the Run-Off. This section acts as the entrance to the settlement and is the opening for the Spillway channel itself. The opening has since been largely blocked up with scrap metal walls and is lightly guarded by the hardier settlers. The second section of the settlement is The Causeway, this section is the main avenue of the settlement and is where most of the settlers live and work, scraping irradiated scum off of the tunnel walls, or hunting rad roaches and mole rats for food. The last of the sections is the Drink, it can be found deep within the Spillway network and is often times inhabited by the most lonesome of individuals, the roughest and dangerous of the settlers of the Spillway find rest within this level of the settlement.

History

During the long years after the Great War, Reading was left an irradiated waste, the hulking skeletons of bombed out skyscrapers sitting decaying within the radioactive fog that eternally hangs above the city. For much of its beginning within the new millennia, Reading was only home to roving feral ghouls' packs and radioactive monsters. It was only at the turn of the century in 2200 that humans began to populate the city once again, at first it was only heavily mutated and savage raider gangs, but soon some small communities began to spring up on the outskirts of city where the radiation is at its lowest.   The oldest standing of these communities is the Spillway, which claims its founding date to be August 13th, 2235, when Ralph O'Donnel and his family crawled into Spillway for the first time to escape a roving ghoul pack. The Spillway now acts as a refuge for the poor and destitute who live in and around the Reading area and is one of the best hidden, enabling it to go largely unnoticed by the raider gangs of the inner city.
