Overview
The
ValuSelu Pact's colonial doctrine states that the ownership of a planet will be by a single Sazashi Nation. In order to prevent infighting over holdings, planets which enter the ValuSelu Pact are sent through the Moot of Colonization. This meeting of the Sazashi nations serves as the first and final say over national ownership. Diplomats from all Sazashi Nations are required to attend even if they have no interest in the planets at stake.
Planets are discussed in terms of economic, land, and populace values. These values are compared to an constantly reevaluated chart or each Nations current holdings and worth. The planets are then assigned to a Nation based on which Nation has the largest numerical need. There are no favors in the moot, no pleas, and no debates. The Moot is a numbers game through and through, and all accept its rulings as law.
