Alln Parliament
The Alln Parliament is one branch of the governing body of the nation of Allesend, parallel to the Emperorship. First established in 320 AE after the Treaty of Celestina, the body has undergone numerous changes in its history.
Structure
Currently, the Parliament is made up of 56 members. Cities with more than 10,000 citizens (of which there are 5) earn 4 representatives, and towns with more than 2,000 citizens (of which there are 18), earn 2. Representatives are chosen by election open to both commoners and the nobility, and are held every 2 years. A particular representative serves for a term of 4 years, and can be reelected.
The Emperor of Allesend possesses a number of votes equal to one-tenth of the total number of delegates in Parliament (in today's Parliament, this means Emperor Magno Taluus holds 6 votes, giving a total of 62 votes in Parliament). Legislation is passed by a simple majority. In matters of a tie, the Emperor's vote is the tiebreaker.
There are currently four political parties, two major and two minor. When a party holds a majority, or forms a coalition government with other parties, their leader is elected as the Prime Minister, who continues to hold their seat in Parliament and serves as the Chairperson of the House. The current Prime Minister is Elvyra de Ascolia.
- The Progressive Party (24) is anti-imperial and pro-Parliament, typically voting against the Emperor, but in favor of centralizing the nation's power in Allesar.
- The Royal Party (25) is pro-imperial and pro-centralization, typically voting with the Emperor on all matters.
- The Merchant Party (5) tends to vote pro-nobility but anti-imperial, and favors decentralization of government, putting the power of governance back into the hands of the cities.
- The Populist Party (2), a brand new party that appeared shortly after the disappearance of the Third Moon, tends to favor the everyday citizens of Allesend, seeking to put power back into the cities.
History
After the Treaty of Celestina in 320 AE, the Allesend Empire devolved into a bloody civil war between Imperialists and nobles who favored self-governance. The new nation of Allesend was created in 333 AE, and Parliament was formed.
Its original powers were much more limited, however, and little power was given to the common folk. It wasn't until 350 AE, when revolutionaries seized the capital — along with several nobles' castles in other areas of the country — that Parliament was afforded real powers to check the powers of the Emperor.
Though there are currently four political parties, in reality the Royal Party holds a slightly larger share of power than the other due to the fact that they vote with the Emperor, meaning they need fewer seats in Parliament to pass legislation (with the current makeup of the government, the Royal party only needs 25 seats to pass legislation). In fact, because of this, the Royal Party often does not need to form a coalition government with other parties in order to pass legislation.
