Exile Seamount
The City of Exiles, where those who rebel against the ruling caste of Aquaycia are sent to suffer. It has become its own thriving community of lawlessness. The city survives by using slave labor to grow food; mine, quarry stone, and raids on surface communities.
Government
The strong survive and the weak suffer or perish. There is technically no government but the powerful merfolk can control section of the mountain.
Gangs of merfolk and other underwater creatures have begun to control sections of the city.
Districts
Dead Fin district. This is the home of the Dead Fin Gang, a gang of umizu led by a previous High Master of Aquaycia. She was banished by the other High Masters when they feared that they would be unable to kill her.
