After the loss of the Celestials in the FIrst Celestial War, Aion prevented the extinction of her species with the creation of the Cronian Convention.

The Cronian Convention is probably the most powerful artefact in existence. Formed with the essence of the Cycle Chaos Fragment and the help of the mightiest entities alive at the time, it was the first Mystic Contract and is the basis for all others.
The convention regulates the interference of Celestials with "lesser" species and can end their existence in case of a breach of contract. Despite its power, every Celestial technically has to sign the convention out of free will, but as they are always given the alternative of being hunted by every other immortal, most choose to submit.
