Martian High Council
The Martian High Council consists of seven councilers:
- One Counciler from each of the Memberstates, usually the Head of State
- The Senior Commissioned Officer from the Army
- The Senior Commissioned Officer from the Fleet
- The Senior Non-Commissioned Officer from the Army
- The Senior Non-Commissioned Officer from the Fleet
Martian High Council

The civilian councilers hold unlimited executive and legislative authority, though any order or law may be over-ruled by a vote by the entire council. The military leaders may vote for or against laws (permanent edicts that apply to all MemberStates and Partners) and orders (temporary and limited to military actions), but may not propose them. The Senate may also veto a law with a three quarters majority.
Martian Senate
The senate has the authority to determine which of their organizations will provide which goods and services to the Confederate military, as well as to promote Officers in the Martian Confederate Fleet. The Senate does not have the power to write law, but does have the power to veto laws and orders writen by the Martian High Council and to appoint the four miltary members of that council.Alliance Heirarchy
The Martian Confederation is made of three different kind of entities:Member States
Three polities with full representation in the executive government. These Free States, each a founding member of the Confederation, share military protection, using the single organization as a collective defense force for themselves and as a check against civil war.The Confederate Army
Despite numerous attempts by Elysium and Hellas to correct the disparity, the Free State of Tharsis has always maintained a significant majority of recruits and officers for the Confederate Army. The Army is mostly stationed in the territories of the MemberStates, and is staffed exclusively by them. The various MemberStates are prohibited from standing up their own armies on the surface of Mars, and the Confederate Army exists both to fill that void and to prevent war between the Free States. The Free State of Chryse, The Meridian Christian State, and the Isidis Parlimentary Republic have hired the Confederate Army to defend their areas as well.
The Confederate Fleet
The Fleet is commanded entirely by the Member States, who recruit all full time active servicemembers from their own populations. Ships are usually commissioned from the various partner-states as, despite efforts to address the deficiency, such as by

, none of the Memberstates have sufficiently developed shipbuilding capabilities. These Confederate ships are usually staffed by people associated with the Partner who built the vessel and prefixed with "MCS" for "Martian Confederate Ship".
Partners
The Partners or PartnerStates (though the term state is not always appropriate) are fully independent, voluntary allies with representation in the Confederacy. Each Partner sends three Senators to represent their people and interests in the Senate. Partners are responsible for supplying fully staffed units and Ships to fill roles in the Auxilary Corps in support of Confederate Army or Navy missions, as well as to rotate garrison responsibilities in the Protectorate.Protectorate
More than 100 Groups with no authoritative representation in government make up the Protectorate, which is defended by Auxiliary units and ships as assigned by the Senate in exchange for a tax or fee paid to the relavent Partner or Partners. These goups are largely left to their own devices, not usually subject to the majority of Confederate Law so long as taxes are paid.Foreign Relations
MINR
The Martian Independent Networked Republicis a self sufficient archology repeatedly denied recognition by the Confederation, despite its many requests to join as a Protectorate or Partner. The community has substatial support in the rising generation of Martians, eager to find peace and accellerate the Work of terraforming Mars, for which the MINR effort to study the weak martian magnetosphere and experiment with remedies or replacements for it have caught attention.
