Republic of New Elysium

The Republic of New Elysium is a relatively young polity in comparison to more established ones. Officially formed in 1163 AR following the liberation of Anak occupied territories, the Republic serves the interest of member states in matters of trade, technological/magical advancement, and unified defense against external and internal threats. It is made up of the several major kingdoms of New Elysium as well as numerous independent island city-states that dot the Aris Sea. The Republic is lead by the Arch Mage of the Republic who is voted for by the Sorcerer's Senate, a group of highly skilled mages who are appointed by member states. The Arch Mage is not subject to any kind of term limit, however every 7 years the Council votes to either reaffirm the current Arch Mage or vote to hold a new election.   Until the recent election of Cronus Kollias, prior to her death, Voula Arvanitoti had led the Republic since the position was officially created in 1170 AR. Throughout her tenure, several factions had sought to unseat her at various points in time, despite this she led the Republic for over 100 years of continuous rule.   Following the formation of the Republic, and the massive loss of life that preceded that, many nations kept little to no military at the ready. Rather, they lent a small portion of men to the Republic who helped patrol the surrounding sea. While they kept back raiders and other conflict, those on the mainland sought to rebuild. It was during this period that the Praetorian Order saw a surge in membership. Many young wannabe-heroes or out of work soldiers went out into the world to help push back against all the foul things that crept up as a result of former rule by the Immortal King or during the occupation of the Anak. Numerous stories and legends would emerge, singing songs of the great heroics done by the Praetorians. Some even telling tales of brave heroes venturing into the Woods of Moros. However, the success of the Praetorians would ironically be their downfall, soon the lands of New Elysium fell under such peace, that their services fell out of need. Especially with the rise of well-educated town mages following the adoption of the Fractal Order as an official educator of the Legacy.   Under Arvanitoti, most member nations of the Republic experienced several periods of great prosperity. She was instrumental in getting the Republic to adopt the Fractal Order as its official religious order and allowed them to help guide developments into better understanding the Legacy and handling education of mages. As formal education of the Legacy was offered and swept across the Republic, cities that found themselves with the few educators available soon experienced a sudden influx of wealth and power. Soon towns no longer had to worry about groups of raiders or bandits threatening their livelihood, so long as they had a town mage at the ready. Demand for these mages exploded and soon a school for basic magical knowledge led by the Order could be found in most cities. The Spires of Ilrio would become home to an exclusive university where only the most promising could attend.   Following the death of the first Arch Mage, many resources provided by the Republic were inadvertently diverted to personal cofers. As funding was diverted, many local schools were closed as their staff entertained offers by wealthy nobles or organizations. Soon, most could only attend a school if they could afford to travel to and live in a major city. Many townships have resorted to pooling years of income to send promising individuals to the Spires of Ilrio to receive a full education in understanding the Legacy, on the condition the student would return a master and repay the town's investment. Not all mages hold to these social contracts, many seek out for far richer lands where they can charge a premium for their skills. Many more become involved in politics or through serving on the Sorcerer's Senate if they are skilled enough.   With the recent election of Cronus Kollias to be the new Arch Mage of the Republic, times are uncertain. The lands of New Elysium have fallen into disorder during the election crisis that followed the previous Arch Mage's death. Many feel that the new Arch Mage is neglecting the homeland and is more concerned with what lies in Old Elysium or its the endless oceans that surround it. As a result, it would seem that Praetorian's have started to once again travel its lands.  

Structure

  The Republic is led by an elected executive known as the Arch Mage who holds power of certain aspects related to international trade, scientific and magical advancement, and defense against threats. The Arch Mage's power is limited by both the Sorcerer's Senate and the Public Assembly who serve as checks and balances against their overall authority.  

Arch Mage

  Elected by the Senate, leads the nation. Serves 7 year terms with no term limit. Every 7 years after their first election, the Senate votes to either reaffirm their leadership or they vote to hold a true election. Reaffirmation votes require 70% of the Senate to vote in favor, failure to meet that threshold automatically triggers an election where a running official need only reach 51% of the vote.  

Sorcerer's Senate

  Appointed officials, the number appointed depends on the number of skilled mages within each member state. 41 current senators (Estimated that at most around ~57 qualified individuals are even in the nation). Vote on laws to send to the Arch Mage.  

Public Assembly

  Made up of elected representatives. Number depends on population with about one representative elected for every 10,000 or so people. Nearly all member states only allow landholders to vote. 180 representatives currently elected. Draft laws to be sent to the Senate for consideration.  

Court of Magisters

  The Court of Magisters is the primary judicial system for the Republic, many of the judges who are appointed to the court are skilled in the arts similar to that of a thought noble. They operate on three levels including local, state, and federal court systems, with each overseeing and having authority over the affairs of the court directly below them.   Local level court systems tend to be at the duchy or similar level, overseeing the affairs of small regional communities on a monthly basis. Courts at this level rarely see cases as few local petitions ever touch on Republic matters and are typically held by a states internal court system. This level is typically reserved for citizens to petition the Republic in matters of abuse by their parent state and violations of freedoms granted by Republic legislature. Most states only have a few federal judges appointed at this level, with most rotating between duchies thought any given month, staying no more than several days to hear local petitions.   Courts at the kingdom level tend to be located at the capital of each major state or kingdom that makes up the Republic. Few petitions ever go on from this level   It is made up of several layers of court systems that oversee legislative efforts in each duchy, kingdom, and then at the national level.

  • Relatively recently formed
  • Is ruled by an Arch Mage who acts as the king/emperor. They have nearly full executive authority. They are elected by the Court of Sorcerers and sanctified by the Fractal Order .
  • The Court of Sorcerers serves as a senate for the Republic. Each Kingdom gets to send any Sorcerer in their kingdom of adequate skill (Can cast level 4 spells). from whatever sorcerer's are loyal to their kingdom. These individuals usually are in high levels in the Fractal Order 
  • Below the Court is the Assembly, made up of people elected by the people of each Kingdom. Each kingdom can decide on how these elections are carried out, but the Republic requires that all landowners have a vote
  • The Assembly brings forth petitions from various regions, these are debated and laws are formed to address worthy petitions, they are then sent to the Court
  • The Court is in charge of judging what petitions are worthy of being sent to the Arch Mage for consideration. Petitions deemed worthy are sent on to be addressed while
  • The Arch Mage has near total executive authority, the senate can enact petitions if they can get a supermajority in both the Court and the Assembly to approve it

  • The Republic is made up of several major kingdoms and many independent city-states
  • The Republic does not have much authority in how a kingdom/city-state rules its subjects. They enforce some basic laws of human rights, commerce, etc. But for most intents a kingdom/city-state is free to do as it chooses
  • Member states must allow landowners to vote for the assembly, they can only appoint Sorcerers to the court if they have people who are loyal to them
  • Member states can't ban free movement of people between other member states
  • No slavery of humans
