Isutobek Nation

Isutobek is a small nation located within the Dolason Nevui, a collection of islands in the Ivera Gilav. They are about equidistant between the continents of Vera and Ratomae. Most of the islands are lush with rainforest and black beaches. The volcanoes that created them are rarely active, only one known to have lava flows on the smaller island next to the largest (Sutor) where the capital Biret is located.   Biret is dated as one of the oldest human cities on Elivera, the oldest sections of the city date back to the time of the Silence. Archeologists speculate, it may have been the second of the first major cities built entirely by humans after the events of the Silence.   Much of its economy is based in library systems.
  • Ata Aik Enáaid  (Library of things)
  • This Library is where miscellaneous resources are kept. Donations made or grown by the populace are dropped off at these library centers. Anyone can borrow or use the items within and a tally is kept of what is borrowed and used. This helps track what the populace needs the most, and to make sure any temporarily borrowed items are returned for others to use.
  • Gaigami Aik Enáaid (Library of clothing)
  • This Library is where all clothing is put up for sale. Often bartering is used, where the populace will offer up something they made or grown to trade for the clothing needed. A set amount of clothing is alloted to each family every four years. All clothing libraries have mending centers, where people help mend clothing for others or learn how to mend.
  • Enáekma Aik Enáaid (Library of books or knowledge)
  • All knowledge whether in books, scrolls, stone tablets, or digitally saved in Sefir are stored in this library system. Everyone has access, and a card is used to check out various books or other media such as audio books. This way the content can be tracked to determine if extra copies are needed for the populace, and to verify return for others to use.
  • Ázeiuézai Aik Enáaid (Library of Technology)
  • All devices that are used only for temporary projects are available for check-out at this library. There is also a repair center at this library to teach people how to repair their technology or repair it for them (by those skilled in such things). A section of this library also has devices for sale. All families are provided the bare basics for technology such as cleaning appliances, cooking appliances, and heating/cooling appliances.
  • Ogsán Aik Enáaid (Library of the Sea)
  • Items that relate to the sea are located in this library. One can check out fishing boats and fishing lines here. Learn how to mend and repair boats and nets. Assist with the fishing industry. Learn how to sail courier ships, and learn how to be sea caretaker.
  • Aixiei Aik Enáaid (Library of Music)
  • All music ever made or produced is stored in this library. There is a section that has instruments that can be checked out or sold to the populace. Another section has a mending center to repair instruments and/or teach people how to repair instruments. A third section is where the classes are for teaching how to play the instruments or how to sing.
  • Gáleweo Aik Enáaid (Library of Art)
  • All art and creative media produced or made often ends up in this library. It is on display for anyone to explore and admire. Sections on repairing damaged art is also located in this library. Classes to teach how to create art, learn various artistic techniques, and other related subjects are also located in this library system.
  • Tid Aik Enáaid (Library of History)
  • All of the history of the Isutobek Nation and Elivera in general is housed in this library. There are frequent exhibitions to showcase this history, and sometimes with live reinactments. Sections of the library include historical classes, where all citizens must attend at least once every five years, and how to archive information and media literacy.
  • Eadeiguérag Aik Enáaid (Library of Politics/Diplomacy)
  • This library is the coordinator of the library system. Those in charge of this library are voted in by the populace and serve for five years. Anyone can qualify for the role. It has sections that teach people about the various political theories that exist on Elivera, how to engage in conflict resolution, how to engage in restorative justice, and how to coordinate people and projects. All documents related to politics, administration, and diplomacy are stored in this library system.

Structure

Each city has a council/forum, where any citizen can attend and bring forward concerns and thoughts. The council/forum elects by ranked voting the delegation that will moderate the council/forum. That delegation is responsible for ensuring everyone has time to speak, recording the list of concerns/thoughts/grievances/innovations, and doing the counts for the voting segment. The voting segment of the council/forum is where the populace then votes on policies that will improve the city or nation and/or meet the concerns brought forward. The policy must receive at least sixty percent of the vote to pass on to the national council/forum that is in the capital city of Biret.   The National Council/forum is open to all citizens, but often the smaller cities and towns will send their elected delegation to the national forum with their policies/innovations/grievances. At the National Council/forum, there is an elected delegation nicknamed the Queen's forum, where the "Queen" is an elected individual who represents the nation at an international level. The Queen's forum has the same duties as elected delegates: moderate the discussion, ensure everyone has the chance to speak, record the proceedings, and count the votes during the voting segment. The voting segment proceeds at much the same way as on the city/town level. Any policy that receives at least sixty percent of the vote is now a law that can be enforced through the cooperation of the citizens with their elected justices.   The justice system is elected individuals from a pool of candidates that are trained in the art of mediation, de-escalation, law, conflict resolution, and justice. These individuals will enforce the laws from the council/forums through the use of community-led volunteers and/or elected delegates.   The term of elected delegates last one season. The term of justices last two qaesa. If corruption within the justice system is discovered, a special tribunal can be called by the Queen's forum to investigate and oust the justice if the justice is implicated in a crime against the citizens. If ousted, a special vote is called to elect a new justice and that ousted justice's name is stricken from the pool of candidates.   The Queen's forum has a term of three qaesa. The Queen's forum not only moderates the national council/forums, but it has subcommittees for the management of the policies that relate to economics, research, social services, education, international diplomacy, rights of citizens and non-humans, and maintenance of the nation. Any citizen can join these committees and be counted when policies or rules need to be enacted in order to assist in enforcing a law. Any citizen can challenge the enforcement of a law, which will bring the law back to the national council/forum to determine if there are grievances that need reconciled in order to rewrite the law, abolish the law, or restructure how it is enforced.   Due to Isutobek being a relatively small island nation, it's kept much of the same governance and organizational structure for several centuries. The Queen's forum is a relatively new organizational structure created to try to unify the towns and cities into a more cohesive nation for entrance into the Elivera Federation.

Culture


Agriculture & Industry

The land is cooperatively owned by workers and worked in shifts. Food produced is sorted into needs-based and overflow, where overflow goes to the larger world market, and needs-based goes to locals.    The amount of needs-based food is determined during the analysis phase of the agricultural seasons, where the amount of food spent on the populace is calculated and compared to prior years and yields. Then the future amount is extrapolated based on this data. This analysis seeks to overestimate to account for bad yield-years, which is why an overflow of food is often the result.   For industry, the maker hubs are a dedicated commons located every seven blocks within a city or for a small town in the center of town. Here several fabrication machines can make most items needed, and any unnecessary or no longer needed items get fed to the recycler to be used use as materials for the fabrication machines. These machines are based off of Dragios machinery.   Local artisans also make their own items and sell in the market near the maker hubs.

Mythology & Lore

There's rich mythology surrounding the islands. The spirit of the Islands is called the Eli Dola, and much of the religious rituals speak of this spirit. One of the most famous is the Rite Of Harmony - Isutobek, where harmony-tenders dedicate an area for regeneration. In that area, trees and plants are regrown and tended until they mature.   Other rituals include blessings for sailing ships, solstice rituals, and rituals that start a festival. Much of the festivals within the islands relate to the spirits of the land and the seasons.   The myths held by the nation all center on sailors and explorers, where they fought the seas to find the islands. Where the islands then nurtured them and kept them alive, thus forging the bonds that bridge humanity with the land. Stories of humans encounter with spirits are commonplace.
