Structure

Governance of Harmony

Harmony's ruler is known as Hearthstone, and he or she has the most power in the kingdom. The Hearthstone is responsible for important internal and foreign policies, including as legislation and diplomatic decisions. However, this role does not carry absolute power.

The Link Chain, a group of six people, assist and balance the Hearthstone. The council has the right to overturn any decision made by the Hearthstone. In most circumstances, the Hearthstone and Link Chain work closely together to ensure the Kingdom of Harmony's prosperity.

Throughout the kingdom's history, the Link Chain has only overridden the Hearthstone ten times, requiring a majority vote (four out of six members must concur). Only once has the Link Chain removed a Hearthstone from the office entirely.

The Hearthstone is an elected position. Both the current Hearthstone and the members of the Link Chain nominate potential successors as the time for transition nears. Nominees undergo a rigorous evaluation process. Once ready, a vote is held to determine the next Hearthstone—but neither the Hearthstone nor the Link Chain members may vote for their own nominee. The two was the highest those will then be put towards the Kingdom to vote on who they will want as the next Hearthstone.

Role of the Link Chain

Beyond checking the Hearthstone’s power, each member of the Link Chain also governs a significant region of Harmony. They help maintain stability, implement policy, and ensure the kingdom’s needs are met.

The Link Chain delegates local leadership to individuals known as Mayor, who oversee smaller portions of the kingdom like city or town and the surrounding area. Mayor are responsible for enforcing both local laws and kingdom-wide regulations set by the Hearthstone. They are also empowered to govern civic matters within their territory.

Additionally, the Link Chain commands both the army and military, though they allow Mayor to deploy these forces within their respective regions as needed. The city will have national guards to protect the city and the surrounding areas which will follow under the mayor's preview but we'll have a leading structure that works his way up to the Mayor

Other Influential Bodies

Two other major institutions hold significant influence in Harmony: the Guilds and the Followers of the Sacred Divine Eight. These organizations collaborate with the kingdom’s leadership, focusing primarily on domestic development and civil welfare. Though they lack formal political power, they are deeply entwined with the everyday lives of Harmony’s citizens and often influence decisions through public support and practical necessity.

Guilds are privately owned organizations that work with corporations and the government to offer structure, stability, and control in a variety of areas. These organizations cover a wide range of topics, from business and handicraft to adventure and arcane services.

Each guild is in charge of regulating and maintaining standards within its field of expertise. They police ethical procedures, promote member interests, and ensure that their actions are consistent with national policies. Guild leaders submit frequent reports to the fiscal department of the government to ensure compliance with set regulations and to coordinate efforts for the kingdom's continuing expansion.

Church maintains the spiritual health of the people and speaks for the gods and goddesses. As a result, local rulers—including Mayor and members of the Link Chain—frequently consult and cooperate with these groups. Public polls and community consensus often play a role in shaping how much influence these bodies have in each region.

History

The Foundation of Harmony

Following the catastrophic Bloody Fist War, a returning adventure party began encountering scattered groups of refugees around the war-torn landscape. At first, they attempted to direct these refugees to the nearest large kingdoms, but the numbers quickly grew overwhelming—and the roads were either treacherous or ruined.

Recognizing that the expanding population of displaced survivors could not complete the voyage, the explorers made a bold decision: they would construct a new community. What began as a little, hastily constructed sanctuary drew more and more individuals. Travelers, survivors, and stragglers from all walks of life began to converge, drawn by the prospect of protection and community.

Eventually, the adventurers decided to retire from their previous careers and devote themselves to the growth of this new community. They petitioned for sovereignty over the land they had settled because they had contributed to the survival of all three great kingdoms throughout the battle. The kingdoms agreed. The region was far from their capitals and already destroyed, making it easy to offer autonomy to their war heroes. Starting the kingdom of Harmony and the The Harmony Charter.

With their newfound liberty, the adventurers began to establish a proper metropolis. To safeguard their people, they embarked on an ambitious project building a man-made mountain that could serve as both a home and a fortress. The city of Muse was built into and around this mountain, with the goals of defense, unity, and growth.

The group's leader was offered the title of king, but he declined to form a regular monarchy. Instead, he established a new governance model based on shared power and reciprocal accountability. He took the title of ruler, Hearthstone, and appointed the other six party members to establish the first Link Chain, which served as the foundation for Harmony's modern political structure.

Over the next fifteen years, the Harmony residents collaborated to develop their city from the ground up. They built a strong economy, planted agriculture, and established trading routes. During this period, several of the earliest guilds were formed, some of which are still in operation today, and they played an important role in the kingdom's social and economic structure.
