Zilspar County
While Gnomes have a reputation for mischief, within Zilargo proper that mischief is contained and organized by the hierarchy of family, clan, The Trust, and The Triumvirate into a generally productive and peaceable society. Zilspar was long the home of outcasts, orphans, and refugees from that system, and as a result, has one of the largest gnomish populations in Breland, actually boasting a narrow Gnomish plurality. Equally an Entrepot of knowledge and trade goods, white, grey, and black-market alike, the Gnomes of this region have long governed in a form of town hall consensus democracy, but the aging Gnome Lassius Torralyn d'Sivis, the oldest member of the Communalist party in parliament, he has railed against the Monarchy as an "[...] extension of the Cyrean corruption what caused the Mourning."
