Breland Organization in Eberron | World Anvil

Breland

The Brelish are an independent and skeptical people that fiercely value free thought. However, every virtue comes with a vice, and Breland is home to more corruption and underhanded dealings than any other nation. While governed by the well-loved monarch King Boranel ir'Wynarn, Brelanders see great virtue in democracy; some even believe that upon his demise, a democratic government will be established, as none of his surviving heirs have his charisma.

Military

The Brelish Royal Army

Brelish Royal Army Flag
The largest and arguably prime division of the Brelish Armed Forces is the various enlisted persons and officers of the Brelish Royal Army. Unargued by any historian of the Last War is the contention that while Karrnath may have the will and undead forces to make any kind of Brelish victory incredibly costly, the combined industrial might of the cosmopolitan and developed nation, whose major manufacturies stayed largely intact throughout the war, were only kept from securing such a victory in the post-Day of Mourning world order by King Boranel ir'Wynarn's strong desire for peace. In a post-Treaty of Thronehold world, more money has moved to both the investigations of new methods of industrial warfare, and special forces, reorganizing the already many times reorganized army, sprouting new security and commando units that have occasionally been incorporated by the King's Citadel.   The Brelish Air Corp remains a division of the Army, highly integrated into the fighting style of the Brelish Royal Army. However, this means the Navy and Marines rely largely on improvisation in their Air Corps, as both are considered less prestigious than their army counterparts, and are therefore also routinely underfunded and underequipped.

The Brelish Royal Navy

The force that has kept Sharn loyal to Breland has been by far, the Brelish Royal Navy, while the Lhazaar Principalities could obviously sink the fleet if they so desired, its convenient moorings in the safety of Torch Keep, Flint Keep, and Moonwatch mean that the Lhazaar Principalities or any other naval power would face heavy loses trying to secure the Hilt.

The King's Citadel

Once the intelligence agency for the late Kingdom of Galifar, it now continues to serve the ir'Wynarn family as the intelligence agency of Breland. The King's Citadel is the highest law enforcement and paramilitary organization in Breland. In Sharn, they are called upon when a case is too big for the Watch to handle, especially if the case concerns espionage or national security. The Citadel directly serves Boranel ir'Wynarn through Boranel's younger brother Kor, who commands five captains for each of the five branches. The Citadel is explicitly a separate chain of command from the army, giving Boranel a much greater degree of control and discretion.
The King's Swords
The King's Swords are a paramilitary group that executes public missions within and outside of Breland. They are led by half-elven Captain Ellanar.
The King's Shields
The King's Shields are charged with ensuring the personal security of members of the government. They are led by human Captain Sortan.
The King's Wands
The King's Wands provide magical support for the other branches of the Citadel. They are led by gnomish Captain Nebik.
The King's Dark Lanterns
The Dark Lanterns serve the crown of Breland as the intelligence branch. They are led by the changeling Captain Vron. As the secret servants of the crown, members of the organization are granted the authority to conduct intelligence operations on foreign soil, execute covert missions across the globe, and prevent national secrets from falling into the hands of rival intelligence agencies. The Dark Lanterns also have the unwritten authority to eliminate any creature that threatens their nation, its sovereign, or its citizens. Once inducted into the Dark Lanterns, an agent is expected to serve until their death - While an agent may retire, the crown can recall them at any time.

Religion

Breland’s citizens mainly belong to the Church of the Silver Flame or the Sovereign Host, though as a whole the nation isn’t strongly religious—the Brelish have more faith in themselves and their king than in gods who never walk the land. Nevertheless, Sharn’s eclectic cosmopolitanism extends to faiths as well; in the great metropolis can be found representatives and followers of almost every religion and faith. Some devotees simply pass through on their way to some other part of the continent. Others remain (although a lot of them still plan to leave when the opportunity presents itself) in the City of Towers and try to provide spiritual sustenance to the masses that flow through the city. A few of the more violent and dangerous cults have forged hiding places within the nation. A Blood of Vol temple has been established, quietly and in secret, somewhere deep within the towers of Sharn. A number of separate groups devoted to the Dragon Below have long held positions of power and influence within the nation, though they rarely reveal their true nature or intentions.

Foreign Relations

The 13 Thrones have been very busy trying to gain allies and new sources of revenue. They have made contact with most of western Khorvaire, most particularly Aundair, Breland, and Zilargo. Because of this, many minotaur bodyguards and ogre laborers can be found in various Brelish and Zil towns. Thrane refuses to deal with Droaam laborers and mercenaries, and most adherents of the Silver Flame are deeply disturbed by these recent developments.   The Thrones petitioned, unsuccessfully, to be part of the Thronehold Accord, and thus their nation remains unrecognized.

Legislative Body

The Brelish King's Parliament

This 20 members legislative body was formed by King Boranel ir'Wynarn as a part of the Treaty of Roses, a series of concessions to the democrats and leftists in Breland meant to both protect the future of the monarchy, and to encourage national unity and patriotism during the Last War. Originally constructed in a liberal-leaning way, many of the fundamental rights of Brelish citizens were established in that first term. Since the end of the Last War, the center-right party and their leader, Prime Minister ir'Clarn, have managed to form a right-leaning coalition to hold out the Utopian plurality from forming a government. However, the King's declining health and the increasing interest in a democracy that has been endemic to Breland with its history of town hall meetings has led to the most left-leaning members of the center-right party to question the value of this coalition.
Judicial Body

The Court of King's Bench

The supreme court in Breland is responsible primarily to the King and has long been criticized by activists as reactionary in its judgments, often preferring to adopt more conservative opinions to avoid legislation from the bench. The lower courts below it tend to serve justice appointed to it's locality, but even the largely independent courts of Sharn are subject to the judicial review of the Court of King's Bench.
