Hoofalls is an important city and of such a size that it warrants its own Baron, the High Elf Caelynn Meliamne. She is from a noble and aristocratic family as her brother, Haian Meliamne is the Baron of Haarton Fort. 
Baron Meliamne has found herself at odds with Count Rewyn Anon because she believes the count favours dwarves but the rift is not serious, more of a niggle. She is a fair ruler and the people of Hoofalls like, but do not love her. She has only been the Baron for 9 years and came to the title at a young age following the death of both her parents Cadoras and Cyananae
