Holy Dragon Empire

In the absence of their Broodmother, the various dragons of Domhan have allowed themselves to shape the land of the Holy Dragon Empire in their image. They have created forests, swamps, and ice peaks adapted to their various preferences and body temperatures. Unfortunately, with no one to watch over them or provide them guidance that does not come in dreams, the dragons war and bicker against each other, each trying to gain more power for themselves. The Dragonkin people of the Holy Dragon Empire are, effectively, servants for their superiors. Domhan is happy to let the dragons war against each other, as these great beasts are then too occupied to cast their power-hungry glances elsewhere. Their capital is called Nyokichi, which means "Nyoka's City" in Draconic.  

Government

Though Nyoka can be considered the Empress of the Holy Dragon Empire, her actual political influence over this land is strenuous at best. As a matter of fact, with Nyoka gone, some would contest the fact that the Empire even has a government at all. Technically, there is a form of government written in its laws - a totalitarian autocracy of a kind - but Nyoka never named an heir, and continues to not do so to this day.   Therefore, the Empire can generously be called an oligarchy, though a very disorganised one. Powerful dragons gather followers, servants, slaves, and wealth to serve their cause, as they seek to grab more territory and influence for themselves. They all wish to be the sole ruler of this land, to do with it as they wish.   This is why diplomatic missions to the Empire are considered difficult, if not impossible. One could get an alliance from a dragon, only for an enemy of that dragon to kill the ambassador and steal their documents off the Husk. And even if one did secure an alliance with a dragon, their desire for power is so pervasive that many believe it to be foolish to trust them.  

Culture

Nyoka created her children to be strong, to assert their dominance over Domhan. The dragons follow that philosophy to this day. Dragons believe themselves to be worthy of ruling only by their heritage, and they fill gladly do anything to assert their dominance over others. This is reflected in the Endless War For Draconic Domination, of course, but also in their games, their sports, and in the way they behave. Most dragons live their entire lives trying to increase their own strength, whether it be physical, mental, or the more abstract sort, such as influence.   Dragonkin, the children of the dragons, take after their parents, though on a much lesser scale. Not quite fully Emberi and not quite fully a dragon, they are as diverse as the Emberi though tend to have the desire for strength that their forebears obsess over. They have managed to put something that resembles a society together, and are the majority of occupants in the cities of the Empire. There, the strong rule over the weak, and even the strong are ruled over by the dragons - themselves ruled by even stronger dragons.   The inhabitants of the Empire love nothing more than to show off their strength, even the more abstract kind, and this is reflected in their choice of clothing as well. Even dragons, in their draconic form, wear elaborate armor that displays their best attributes prominently; and even Dragonkin are not shy about showing off some skin. There are subtle variations in style depending on the region they live in, but they always seek to look their best.   The day-to-day life of the inhabitants of the Empire is a violent one. Even those who are servants to others must contend against the enemies of their master, and defend their belongings tooth and nail. There is room for sport and entertainment, but it is always under the pretense of civilisation; the moment a dragon decides that the game is over, then blood is likely to be shed.  

Agriculture and Cuisine

The land of the Holy Dragon Empire is divided into many different regions, all tailor-made to welcome specific kinds of dragons. This is awkward for both agriculture and cuisine, as those who serve the dragons must learn many ways to work the land, avoid the Elementals, and make the best out of a very chaotic situation. This is made harder by the fact that dragons are large, and therefore have a large stomach, which must be filled. Though some dragons do not mind partaking in the flesh of their kin, most would rather avoid it.   The cuisine of the Empire tends to involve feasts and large meals, mostly made out of the monsters that roam the land or out of ingredients that have been magically enhanced in size. Even the Dragonkin tend to partake in these large meals; their violent lives often offer them no occasion to refuse any food they get.  

Biome

Of all nations in Domhan, the Holy Dragon Empire is the one that makes the least sense biome-wise. As Nyoka is asleep and the goddess of the elements, her children have harnessed a part of her powers, and have shaped the land as they please. Thus, the Holy Dragon Empire is a patchwork of biomes stringed with no rhyme or reason after the other. It is entirely possible to find a boreal forest in the middle of a desert, or tundras and tropical forest next to each other. Travelers in these lands are advised to park clothes for all weathers, just in case.  

Relation with other countries

It is difficult to think of the Empire as one, united nation when it comes to diplomacy and embassies. There are so many powerful, influential dragons within those lands that even establishing friendly terms with one could cause the others to become hostile. Therefore, the text written here focuses more on general opinions and thoughts.   Free Domhan: Most dragons consider the Emberi of the Domhan Reformation Army to be worthless, something barely worth acknowledging. Some have received offers of alliance from them, and have either been eaten or turned away at every turn. It would take a great offering on their part to convince any dragon to aid them.   Welmenni: There have occasionally been conflicts between the sea-dwelling dragons and the inhabitants of Welmenni. However, most dragons understand that Rafinova's inventions are deadly, even for their might. Some consider this to be a challenge to them, and would gladly turn to fight Welmenni - if they weren't already preoccupied with the Endless War For Draconic Domination. Some are more pragmatic and gladly with the Welmennians, in order to gain an edge over their rivals.   The Junction: No dragon has forgotten that it was a conflict with the Junction that originally caused Nyoka to fall asleep. No dragon has ever forgiven that fact, either. Any Joined that tries to make it over Nyoka's Teeth are swiftly devoured; no dragon has any interest in negotiating with the Twins or their agents.If they weren't preoccupied with the Endless War, many dragons would already be back to turning the Vast to ashes.   Vengeance: The two nations mostly leave each other alone. They do not trade, they do not fight, and they don't welcome embassies from each other, either. Some dragons would not be opposed to claiming a part of Vengeance's land for themselves, but often, this endeavour would not be worth the trouble. It seems that their geographical separation serves both countries well.   Gestrini: Even dragons aren't opposed to catching a break every once in a while. Influential dragons and their clique often visit the island, expecting to be treated like kings during their stay. Only the youngest and most foolish of dragons actually provoke Meloch's wrath, however; for all their arrogance, no dragon believes they can stand up to a Veika within her own territory. As long as they're treated well, they make sure to overlook small slights and to respect the Gest's neutrality.
