Sanctuary

The Oasis city that was named for the population of freed or escaped slaves that is run by the Desert Elves who dislike the slave trade on Dolwen and offer freedom to any that brave the desert and come to Sanctuary.

    There are lots of different types of people that call this place their home and haven, none more than the Shini who fled their lives as slaves in the cities below the surface of Dolwen. In the city, they are as free as any of the other native peoples of Dolwen including the Dark Sworen Dwarves who were tricked into showing the Dark Elves how to survive below the surface and paid for it by being enslaved and forced to work their once proud mines and forges. Since both the Shini and Dark Sworen were either escaped slaves or from a line of escaped slaves they make most of the poor, middle, and working classes and all are grateful to be working on their own will as opposed to being forced.   The ruling class is made up almost entirely of Desert Elves who are Driki with one major difference from the other Dark Elves and that is that they do not live below the surface of Dolwen and away from the harsh suns that almost make the surface on liveable. The Desert Elves are mostly nomadic and use the city as a base as they travel the surface offering their services as guides to any who want to travel the surface. The Desert Elves never approved of the use of slaves and so did not follow the Dark Elves in their betrayal of the Dark Sworen instead allying with an Orc Tribe that also calls the desert their home. Over time the Desert Elves were accepted fully into the tribe and brought to Sanctuary. Orcs are the other race that makes up most of the ruling body of the city.

    Government

    The government system that is used by the Desert Predators is tribal in its nature and since the Desert Predators control Sanctuary it only makes sense the city operates with the same laws. Jhatha is the chief of Sanctuary after the Orc chief that partly raised passed away and appoint that he would take over and oversee the legislation and executive roles of the city. The other part of the government is the culture and the traditions within and with a diverse group of peoples in the city, cultural identity is hard to come by other than that everyone is free and under the law.   The laws that are enforced in the city are heavy anti-slave laws and simple good deed laws like don't steal and kill.

    Defences

    The biggest natural defense of the city is the desert that surrounds the city for miles and a taboo that has been cast on the society so that no one can tell or lead the Dark Elves to the city. The taboo is meant mostly to protect the runaway slaves in the city from being taken by those that would seek them. The city has a mirage water spell around it that makes the city look like a normal patch of the desert as opposed to large body water with a city around it. Around the city is a wall with guard towers guarding the gates and evenly placed around the wall so that attack from any angle will be met with a shower of arrows and that is only if the more magical defenses fail.

    Industry & Trade

    Most of the inhabitants work as farmers, hunters, or glassblowers with glassblowing being the most profitable since most of those goods are exported by the Desert Predator caravans. Imports are very important since the city needs lots of food and water to keep the population alive.

    Infrastructure

    Although surround by desert the city has a modest amount of urban farms near the Oasis that provide some the food that the city needs.

    Assets

    Most of the peoples in the city now the desert like the back of their hands and in caravans wander to the cave entrances to escort the people that live below the surface for a fee. Being surrounded by sand the city has learned how to use fire magic to mage glass which has become their biggest exports.

    Guilds and Factions

    The guides that help keep the city on its feet are the true heroes as to anyone could survive the heat and the sacristy of the region.   The Farmer's Guild manage the farms around the city and keep the oasis and well clean through magical purification processes. The grow hardy foods that do not need much water to be grown or cooked. Most of the population are members and are proud to help keep everyone else alive.   The Hunter's Guild this group leaves the city and hunt the creatures of the desert for food and resources another thing that they do is gather natural resources like salt and the few plants that grow and bring them back. During certain seasons they may enter the desert to capture animals to domesticate.   The Desert Predators the overarching governmental group that is more of an alliance of like cities and villages throughout the desert. They move things from city to city and keep goods flowing between the isolated cities like Sanctuary and the Driki. This group also keeps special monuments that are used to trade with other worlds like Kor which has the biggest fresh water supply. The Desert Predators caravans and traders are mostly Desert Elves because of their more nomadic nature.

    Geography

    The city is built around the largest Oasis on Dolwen and has several Wells the burrow far below the surface.
