Outding Refuge
Outding Refuge is a small island south of the Pirate Isles of Carrune. Long, long ago it was dominated by a large tribe of cannibals. They fought constantly with the Sauhagin and other lizard folk of the area, but were later wiped out as a church order sought refuge on the island for a great church. The Church was never as grand as they had hoped since the battles had wiped out most of the small flock. They made peace with the Sauhagin, for the most part and kept themselves to the North end. Over time they became a resting spot for ships or pirates that had left the traditional trade routes or for adventurers seeking their wealth to the South. Almost a year ago winter spread down across the island and since then there have been incidents of a white dragon that has destroyed any ship trying to come near the island or leave it.
There have been other incidents as well, including the Sauhagin being a bit more violent towards the other inhabitants of the island and a rise of a cult -- which the people had never realized has been on the islands since way before their time.

Tens of thousands of years ago this island was home to a blood-thirsty savage tribe of cannibals. They built a great temple. They were followers of the Devourer and over time they taught their beliefs to some Sauhagin. Over time they began to battle.
around -1400, a large band of religious zealots were in search of a place to create a grand church. They settled on this island as they believed they were destined to by their god, and they fought to gain control of the island from the heathens. Even though the Sauhagin were also heathens they were not cannibals and so an alliance was sought.
This lead to their victory and the peace was settled with the Church and their denizens to the North and the lizards to the South. There was some limited interaction and trade, but mostly they both kept to their own.
The Heyton family was in command of the settlement and they built a great church, not as great as they had originally hoped for, but a good respectful one none-the-less.
Over time the island became a bit of a small hub for travelers and other seeking some refuge or on their way to new and interesting parts unseen elsewhere.
