Gnomish communist free state- citizens are majority gnomes, with a large minority of war forged. There are scattered, isolated citizens of other races, who choose to stay, but are very uncommon and have had to build up real trust over time.

Weirdly chill about the underdark, at least the nearby underdark factions.
