Sol Federation

The Sol Federation was created in 2074 after the end of World War Three. It removed all borders, both on Earth and other solar objects, and began a tightly controlled socialist republic. The fledgling government quickly ran into problems, as climate change had become irreversible and much of Earth's resources had been stripped away, the very problems that had led to WWIII. The Federation continued undeterred, successfully dragging the Sol System into the space age and slowly starting to reverse the damage done to Earth.

Structure

The Sol Federation's government is split into three primary branches: SFM, SCOSF, and SFC. Underneath these are various other departments, but the most relevant are SFGG, the Sol Federation Reserve, and the Ministry of Agriculture.   SFM, the Sol Federation Ministry, acts as the executive branch. The Prime Minister runs much of the government, acting in concert with their cabinet of Ministers. SCOSF, the Supreme Court of the Sol Federation, determines judicial precedent within the lower courts and tries disputes between different colonies. SFC, the Sol Federation Congress, serves as a single house of representatives. These are designed with decent checks and balances to each other, allowing the government to keep moving even when a deadlock is present over a bill.

Culture

At the core of the Sol Federation is an indelible belief in human rights. Everyone has a right to live in peace, freedom, and safety. This is largely due to the fallout of events of the 21st century and World War Three, spurred on by greedy CEOs, disastrous climate change, and the distinct religious element of WWIII. Fear of the apocalypse brought out the worst in people, but also the best, which is what makes the Federation what it is today.   There is, in part due to the aftermath of WWIII, a distinct militaristic side to the Federation's culture. Many veterans of the war gained positions of power while the Federation was in its infancy, bringing with them influences from many of Old Earth's militaries. While people enjoy many freedoms, SFGG is a common presence that has never really disappeared. SFGG is also where many of the Federation's top scientific minds have ended up.   In addition, while there is freedom of religion, the pretty-much crusade that started World War Three caused many to frown upon organized religions. As a result, the majority of the populace tends towards more personal beliefs than an actual church. Many are also agnostic or atheistic.   With space travel between Earth and Luna taking less than a day, and between Earth and Mars about a month, even the common populace treats space travel as nothing to write home about. Even further out bases, like the Jupiter research stations and eventually the Kerberos EWS, still have regular travel with new crews from SFGG.

History

One of the priorities of the Sanity Restoration League in the aftermath of WWIII was the creation of a true planetary government, something that could actually enforce its decisions on the disparate states of Earth. As a result, the Sol Federation was created in place of the defunct United Nations. Armstrong Base was confiscated from the former USA Space Force due to the abundance of nuclear weapons in its silos and repurposed as the governmental headquarters for the Sol Federation. Tlate Hiin, a member of the SRL, was elected as the first Prime Minister in 2075.   As colonization efforts grew, the Sol Federation also became in charge of ensuring space travel was safe for the common populace. SFGG and SFTD were pressed into service creating and maintaining the space elevators and shuttle routes between parts of the Sol System. These efforts were spurred on by the increasing reliance on Mars' farms for food and the Rings for power across the system.   Due to the enormous amount of environmental damage done during the early years of the 21st century, one of the Sol Federation's primary goals was the preservation of the environment left, along with looking for a way to regain Earth's self-sufficiency. The most prominent symptom of these problems was the distinct lack of edible food. The Federation was forced to enact a rationing system early in 2113, which cost the then-Prime Minister their reelection, but ensured that there would still be people to do the election. Despite all efforts to the contrary, the problems continued to get worse.   Then, in 2195, Admiral Tori Rosach, on a visit to the Curiosity Institute of Technology, discovered a radical new thesis in the office of one of the professors. Fascinated, they asked to meet the doctoral student who wrote it. And thus, Akane Shirogane was offered a commission and practically unlimited resources in the pursuit of one goal: terraforming Earth. Under Shirogane's leadership, SFGG began developing several novel ways of reversing the damage done by centuries of climate change. High-efficiency carbon capture plants began converting excess greenhouse gases into fuel for the Federation's ships. Soil chemical imbalances were corrected with new ways of reactivating dead processes.   Not everyone was happy about the sudden change in Earth's fortunes, however. The Éskhayklos came to prominence at the same time as Shirogane, actively resisting her efforts to fix the Earth. They nicknamed her 'the Necromancer.' Shirogane, however, had a sense of humor cultivated by two teenage kids and shot right back. The efforts to terraform Earth were quickly named Project Necromancer.   Shirogane was killed in a freak car accident in 2218. Without her, Project Ncromancer faltered, and unseen elements started to rip it apart. Further problems were found that several of the water purification plants had started failing, with no simple way of fixing them. In a desperate attempt to find more water and give the population a spark of hope, Prime Minister Ciaran Davidson authorized the ill-fated Kerberos Mission.   The Kerberos Mission disappeared in January 2220. To the general populace, it was pilot error, but to Garrison High Command, it was the only possible explanation: aliens. This was further confirmed when the missing Takashi Shirogane crash landed on Earth in an escape pod of unknown origin. Garrison cadets Katie Holt, Lance Suarez-Espinosa, Hunk Lemaota, and Keith Shirogane took him from Garrison custody and then disappeared. The only hint of their whereabouts came in the spotting of a mysterious Blue Lion speeding away from the Sol System with an alien cruiser on her tail.   The Éskhayklos continue to be a problem, with ESAU, the Éskhayklos Suppression and Apprehension Unit, formed as a special task force to take them down. At the same time, the Garrison is dealing with several untraceable cyber attacks poking at odd assortments of files. The one commonality is that they had something to do with the Kerberos Mission.

Demography and Population

The majority of the Sol Federation's people still live on Earth. Many eke out what few crops can still be grown in the dead soil, but most of the work is centered in industrial and scientific centers. The farming is closer to the poles, while the science and industry stray further towards the equator. The other major population center is Mars, with its four main farming colonies. These colonies provide much of the food for the entire Federation.   Luna maintains several small colonies in addition to Armstrong, but none as large as the Mars colonies. Other points within the Sol System are occupied, such as the Lagrange Stations, various research stations scattered around the other planets, and the few people that maintain the Rings.

Military

The military force of the Federation is the Sol Federation Galaxy Garrison. They are responsible for such things are protection against space weather and asteroids, maintaining many of the research bases, and general peacekeeping. As such, they have a fleet of pilots, along with various ground troops. They also run much of the scientific endeavors of the government, including Project Necromancer.   Interestingly, perhaps due to the distinct military influences on the Federation from its founding, SFGG has much more of a hand in the other departments under the Ministry than the rest. SFTD is effectively a subset of SFGG, the Rings are a joint effort with the Ministry of Energy, the Ministries of Agriculture and Commerce depend on SFGG pilots, SFGG runs many educational institutions also supported by the Ministry of Education, and, perhaps the greatest example of all, the primary project of the EPD is actually run out of SFGG's scientific division: Project Necromancer.

Foreign Relations

Given its status as the sovereign state of the entire Sol System, most of the original founders of the Federation did not expect the need to establish foreign relations. When the fate of the Kerberos Mission and the Genesis unknown, but with only one true possibility, along with the appearance of a mysterious blue lion, the Sol Federation has been forced to confront the fact that they are not alone in the universe. It remains to be seen what exactly will come of this, given that no alien ships have been seen in the system since Takashi Shirogane's swift re-dissapearance.

Trade & Transport

Most trade and transport within the Sol Federation rely on SFGG-trained SFTD pilots. They are the most familiar with the established routes between Earth, Mars, Luna, the Rings, and various other stations scattered about the system. There are other pilots, mostly retired SFGG pilots that joined up with shipping companies, but most industries go with SFTD as they have a reputation for amazing pilots and smooth delivery. On-world, both Earth and Mars have extensive underground railways leftover from WWIII and maintained by SFTD for transport protected from the harsh environment outside. Most transportation, however, is by plane, as access to the tunnels is relatively restricted.

Education

With the foundation of the Federation came a resolution to provide free education to every citizen. As such, every member of the Federation has a high-school level education, and most have a bachelors of some sort. The most famous university on Mars, the Curiosity Institute of Technology, has produced some of the greatest scientific minds of the century.

Infrastructure

In the wake of WWIII, much of the infrastructure on Earth was crumbling, and Mars was a set of barely connected agricultural colonies. As such, the Federation prioritized three different sets of infrastructure: food and worker, aqueducts, and electricity generation. The tunnels dug into Earth's crust during WWIII were expanded and maintained as much as possible as a fast, protected method of transporting food, water, and personnel to disparate areas. Power lines and aqueducts were replaced and rebuilt all over the world, as well as water purification plants and solar, wind, and nuclear power plants. Mars had train tunnels bored between the four main colonies, and roads built between the smaller outposts and the colonies. Solar farms were also set up nearby the colonies. Space elevators were also built on Earth, Mars, and Luna, enabling fast travel from the ground to orbit and removing the need for ships to land to take on cargo.   Key to all this, though were The Dyson Rings. Made of materials primarily from Mercury but also pulled from the asteroid belt, the Rings were created as the primary source of energy within the Federation. Special batteries were built that could withstand travel from the Rings to the main population centers of the Federation without losing any power, powering anything from a ship to an entire city.

    The Sol Federation Galaxy Garrison (SFGG) is the primary military and space-travel force in the Sol System. As a result, they have bases all over Planet Earth. They also are closely linked to SFSTD (usually pronounced "safest"), the Sol Federation Space Travel Department, which controls all the space elevators and keeps the lanes between the Dyson Rings, Mars, Luna, and Earth clear and tracked. The official credit was created during the Federation's infancy, and all previous coinage was converted. It started as equal to the Japanese yen, but as it grew became very much its own currency.
Legislative Body
The Sol Federation Congress is the main legislative body of the Sol Federation. Based in the House of Congress in Armstrong, SFC consists of two representatives from every state, elected every five years. This comes to a total of about four hundred people from all across the Federation. SFC is made of a coalition of different parties from across the colonies, ensuring that even with its higher population, Earth does not drown out Mars or Luna. SFC holds most of the power, but each state does have its own legislative body that is capable of carrying out smaller-scale legislative procedures and handling the exact implementation of SFC's decisions.
Judicial Body
SCOSF, the Supreme Court of the Sol Federation, determines judicial precedent within the lower courts and tries disputes between different states. It is based in the High Court Building in Armstrong There are fifteen Judges, nominated from the courts from the states every twenty years. Due to there being about 200 states, states often form coalitions to nominate a single judge for their position. This ends up with a good selection of people from all over the Federation.   Luckily, SFC has learned over the years to make the language in their laws very explicit, thus leaving little room for bad interpretations. However, this also leaves little room for good interpretations when a questionable bill makes it past SFC.
Executive Body
The Sol Federation Ministry, often abbreviated SFM, is the executive branch of the Federation. Headed by the Prime Minister of the Sol Federation, SFM is responsible for the day-to-day running of the Federation. Under its purview is the Sol Federation Galaxy Garrison, the Federal Reserve, the Ministry of Agriculture, the Ministry of Education, the Travel Department (nicknamed 'Saftey' because of the common abbreviation of SFTD), the Environmental Protection Department, the Ministry of Energy, the Department of Health, and the Ministry of Commerce. Each department has a cabinet minister that reports directly to the Prime Minister and helps run various aspects of the Federation.
