The Secret Army
Despite any regular citizen being able to learn of the Secret Army's existence (if they're willing to suffer robotic hands going up their [REDACTED] and other invasive security measures so that they can enter a government owned public library and then search through tonnes upon tonnes of non-downloadable files (with no option of taking pictures to read what's on them later), most of which are nothing but [REDACTED] and [DATA EXPUNGED] because the CHG and the SCP Foundation had a talk and the CHG liked the SCP Foundation's style), there's no hope of them ever finding out anything about how the Secret Army recruits its forces, any of the operations it gets involved in, how it engages, its level of success (actually, intuition is available here in the form of whether or not a government scandal got out) or pretty much anything except "it exists".
Stuff they do: literally anything the CHG keeps secret is kept secret by the Secret Army. Jeffian technology, the Infinity Base (which happens to be their headquarters), the fact that the richest and most powerful in the CHG get to have both immortality and sadistically debauchery-filled lives, the fact that the CHG is a lot smaller than the government pretends it is, the fact that the LIR poses a legitimate threat, dealing with secret threats such as internal power struggles and, most of all, "high science threats" (aka "you need to be a 28th century renowned scientist to be able to get working scientific explanations on these things" aka they basically double as the SCP Foundation).

Someone: Does the Secret Army really have endless numbers?
Me: Yes, but actually no, but also yes.
They don't generally have that many soldiers - a few tens of millions at a time - buuut they have the means of bumping that all the way up to hundreds of billions if they need to because they retain the right to kidnap and forcibly recruit people with specific skills, as well as drawing most of their brute power (aka meat-shielding) from the Colour Armies. The CHG itself has tonnes of clone soldiers in cryosleep just waiting to have some memories downloaded onto them, their bodies injected with engineered viruses to genetically modify them (they're kept as blank slates so that whatever suits the situation can be pumped in) and be woken up for use in combat (this process takes mere hours) and the Secret Army is welcome to collect on these whenever necessary.
Equipment
Generally given armour, weapons, vehicles and tools to suit the situation buuut said armour, weapons and tools is generally extremely high-tech, very expensive, of brilliant quality and incredible capability.
Structure
Supreme Secret General -> High Secret Generals -> Secret Generals -> Lesser Secret Generals -> High Commanders -> Commanders -> Captains -> Everyone else, who is always in a particular squad that has a captain (individuals within this last bit will often matter more than others ie: medic > regular soldier but they don't get to give one another orders).

All sorts: this organization's military forces are extremely adaptable.
Training
As well as regular military training, the Secret Army also provides an extra 4 years (keep in mind the technology exists to keep or even revert individuals to "might as well be in early twenties") of VR training for all sorts of scenarios, as well as to make them more proficient in technology, medical work and adaptability. As a bonus, this organization doesn't hire you unless you've proven to be very intelligent/able. Well, this is for the regular soldiers.
Logistics
Logistical Support
Whatever thy ask for, it is delivered regardless of any lack of reasons given. They also have plenty of space ships and even mega-weapons available to them.
Auxilia
They will often call for support from a portion of the nearest Defense Force or structure full o' soldiers to deal with a problem, except these soldiers either don't make it back or have no memories of what occurred. Plus they got tonnes of robotniks.
Upkeep
Big dullah buuut not exactly a noticeable portion of the CHG's wealth.
Recruitment
They mostly recruit from the best of the Colour Armies (whose soldiers are actually badass AF) and then still give them more training. They can get tonnes of clone soldiers with downloaded memories if they need to but if time is especially short they'll just deploy the robotniks.
History
So the UHN wants a military force that removes those that challenge it without the public knowing and wabam we got the Secret Army in its earliest form where it could easily have been called the SS. As the UHN ran into issues it wanted dealt with without the public knowing (shutting down that pedophile ring that a load of politicians are in, for example (so that it isn't revealed that those politicians are pedophiles. The Secret Army would go in, kill all the non-politician pedophiles, kill all of the victims of this ring, and then take amnestics so they themselves wouldn't remember the existance of a pedo ring or their actions)) and these got ever more varied with time (a fleet of jolly robot pirates that turns human nervous systems into wiring and that regular authorities have failed to destroy would be a good and occurring example). When the CHG took over, they decided to get themselves a Secret Army of their own, especially with regards to Jeffian technology.
Historical loyalties
The CHG and the maintenance of secrecy come first in an organization that doesn't have the "no using VR headsets to completely brainwash your soldiers" limit on it thanks to it being super secret.
