Elemental magic can be found either amongst planes different from where most roost, or from draw from leylines of energy that erupt with energies most won't be able to tap. No matter the place or multiverse, there is always some way to manipulate such destructive forces of the world with magic.
Sorcerers, and Wizards can tape into the Elemental spell list innately, while other classes can do so with the correct Domain.
Any spellcaster who uses the universal Elemental Spell List has access to these spells via their class, ancestry, or whatever else. Spells with this page/trait are considered "of the Elements" in nature.
