This was once a massive collection of barges that set sail near the end of The Schism: Third World War. With the Kingdom of Lugdia unihabitable, the survivors banded together on the sea with a mix a sail ships and barges. But the sea is an unforgiving mistress. Many of the barges/ships were destroyed within the first year. Those that remained made it out to open sea where they anchored away from any close landmasses. Over time, barnacles formed on the ships growing to the point that a huge reef formed, crushing or otherwise imobilizing many of the ships. Brave men and women collected the debris and useful material and built a massive barge that holds everyone. Various compartments house the areas needed to maintain life aboard the ship. These areas include (but aren't limited to) kitchen/eating area, greenhouse, renewable engergy, and housing. Other ships will dock and trade with them, but no one is allowed to leave the Covenant unless they're dead (and death doesn't always guarantee that). While the Archon/Archoness is still technically in charge and does have some say in the running of the ship/society, it's really The Broken Society that is in control.
