History

As a secret organization that often work in the shadows of society, the Occult-Hunters guild required a means to drop information, clues and tools to their operations all over the world. This is done by leaving tarots around that most people believe either bring bad luck, or do not see the value within. Why it does however happen that the tarots get into the hands of unsuspecting civilians and even the ones looking for the hunters, the cards don't say them much even with the secret ink unraveled, as they are even less likely to harness the book of symbolism.
This method also helps protect innocents and soldiers from getting way over their heads and lower the chances of having the hunters footpads caught and questioned or even tortured

Mechanics & Inner Workings

Most tarots were made to communicate secret instructions to the hunters of the occult. At such they carry secret symbols over the visible ones, that have been drawn in invisible ink that demands a special source of light to unravel.
If the ink is unveiled, it blends in with the tarots number, colour and set to explain what exactly the hunter deals with, like if its a monster, item or even something new and unique. The code also reveals its potential danger and type of mystic energy or blood.

Manufacturing process

While fresh paper cards exist in masses, the tarots are rare due to how they are created. An underground member of the occult society first requires to track down a threat that requires to be dealt with. Then they need to gather intel on the subject that they later forge the card with, by using the hunters secret handbook for symbolism.
Then the easy part comes in painting and oiling with brushes.
