High Shinabah Metsgator, meaning forest Empress. Is the Queen of the Lunation Empire. She is the Mother of Safona. After Safona ran away she spared no expense to see her safely home. She nearly bankrupted the empire which led to the Lunation Civil War. After quashing the rebellion she still sits atop the branched throne ruling the Empire and has recently befriended The Holy Resistance.
