The Eastern Bank is Confluentes's administrative face — the district where the Governor's residence, the River Authority headquarters, the provincial Senate chamber, and the commercial service community that makes the city function without directly participating in the river trade are all located. It was developed in the fifth century as a planned extension of the original western bank settlement, its more regular street grid and institutional building stock reflecting the design intent of an administration that wanted a civic counterweight to the Guild's western bank dominance. The counterweight has not been entirely successful at shifting the balance of power. It has been successful at providing an institutional framework within which the balance of power is contested, which is a different achievement and arguably a more durable one.

Demographics

Approximately twenty-five thousand permanent residents — the administrative staff, the commercial service community, the provincial Senate's associated households, and the residential population that has developed around the administrative core over seven centuries. The eastern bank's demographic character is more transient than the western bank's — administrative postings rotate, commercial service businesses turn over, and the absence of the hereditary guild families' generational anchoring makes the district more socially fluid. This fluidity is the Via Obscura's preferred operating environment, and the network's eastern bank presence is its densest in Confluentes.

Points of interest

The River Authority

The River Authority's headquarters is the Eastern Bank's most significant building and the institutional expression of the Senate's ongoing attempt to maintain meaningful oversight of the Fluminis Magnus river trade. Director Rector runs the Authority from an office whose window overlooks the western bank wharves — a view he finds professionally useful and personally instructive about the gap between the Authority's regulatory mandate and its operational reach. The Authority's staff of two hundred includes the manifest clerks whose cargo categorisation practices have become the most sensitive institutional issue in the province, the inspection officers whose jurisdiction on the river is technically co-equal with the Guild's protection officers and practically subordinate to them, and the legal division that is currently preparing Rector's case against the Guild's protection officers' jurisdictional overreach.

The Governor's Residence

Governor Alveus Magnus has occupied the provincial residence for three years and has furnished it with the specific comfort of a man who has accepted that his posting's primary challenge is institutional rather than administrative. His library is excellent — the best collection of river law documents in private hands in the province, assembled over the past two years as part of his preparation for the jurisdictional competition with Riparia. His relationship with Director Rector is the most important alliance available to him, and he has cultivated it carefully while being aware that Rector's institutional position is weaker than his own in the specific way that appointed officials are weaker than elected ones. If Rector's case against the Guild protection officers fails, Alveus loses his most useful ally. If it succeeds, he gains ground he has not occupied since his arrival.
