Council of Alvanen
The Elven kingdom has always been a collection of monarchies from baronies to kings, but Alvanen became the true capitol with the formation of the Council. The four major houses came together and set permanent seats to be passed down through the generations: two for the Calluros Family, two for the Londrillon Family, one for the Diorim Family, and one for the Ophen Family. There are other minor houses that vie for favor in the council, but the seats have not changed since it's formation. The running of the city tends to go smoothly, but the families rarely agree when it comes to their place in the empire. Occasionally people can be convinced to either side by playing to their personal goals. However, the recent dynastic binding of the Calluros and the Ophens might change the balance.
Structure
While previously the Elven titles were varied, now all of them share the equal title of "Councilor". However, power is not equally shared, as the positions are hereditary, and unevenly split between the 4 families.
History
The Elven Kingdoms were loosely associated prior to the formation of the council, but were at best a loose association of Kings, Dukes, and Barons. The most powerful were the Londrillons in Bor Haered and the Calluros in Alvanen.
The Council was officially formed in the peace agreement following the war with the Nicaean Empire in 724. It was set to be a consolidation of power to appease the Elves, but also to give a single organization to be beneath the Empire.
