Grand Plains

The humble halflings man the farms of the Great Plains. The breadbasket of Adulla is one of the largest city-states but most sparsely populated. You can travel through the whole of the Great Plains without seeing another living soul.

Structure

The plainsfolk organize themselves in the most laissez-faire system of government. They elect a mayor to represent them in empiric politics but almost begrudgingly. The Mayor is usually the head of a major household. The areas of the plains are generally divided up by the households that hold them. Since there is little travel outside of the plains and very few permanently leave many halflings are related to many of their neighbors in some way or another.

Culture

The Plains are a very provincial society based around their agrarian trade and being the primary food source for Adulla. They are standoffish and gruff on the surface due to their mistrust of outsiders.

History

The Plains was founded by families of Halflings that had been sent to the plains to support Ilithorn as it outgrew its ability to farm enough food in the surrounding lands. Once away from the direct influence of Ilithorn these halflings began setting up their own culture underneath the empire. After many years and becoming the primary food source for Ilithorn and the empire at large they were recognized as an official city-state.

Demography and Population

The plains are not densely populated but due to the overall large size of the city-state are respectable in the overall population. Trying to count the population of rural towns and farms is virtually impossible though and an undertaking only the Mikrishi long to partake in. The population is around 90% halfling with the final 10% being mainly dullmar tieflings who "work" as laborers on halfling family farms. 

Territories

The plains cover the second highest land mass of all city-states falling shortly behind Forest of Aranear. This area stretches form the Durens in the west to the Eastern Sea. The topology of this area is extremely flat and conducive to the farming that takes place here. 

Military

The Grand Plains has no army to speak of, but each household does employ house guards that protect their farms from the minor threats of the land.

Foreign Relations

The other city-states but up with the homebody plainsfolk to get access to their grain and other produce. Most foreign relations are dealt with on a household by household basis with the Mayor only dealing with empiric politics with the Lord Emperor but rarely with other city-states.

Agriculture & Industry

The Grand Plains are the agricultural power of Adulla and have little to no other industry. They can easily obtain the resources and goods they need to live from the many traders who frequent the city-state to trade in food. 

The region is known for its amazing chefs as well and the few halflings who leave the plains are those that have been recruited to be personal chefs for powerful individuals and families of other city-states.

Trade & Transport

The western plains tend to trade their food with the hill dwarves of Qrisk while the eastern plains trade their food via small ports on the coast with the humans of Knife Point. The halflings greatly value stability and long-lasting relationships so new merchants can find it hard to get the same pricing from the plainsfolk as more established long-standing traders. 

Education

Plainsfolk, especially the Dullmar laborers tend to have no education and the Chosen tend to only be educated in agrarian sciences and trade.

The plainsfolk import tools and equipment form the tinkers of the Dunes of Sirdull. Other imports include all regular needs outside of food and are usually purchased from whatever merchant is around at the time.
