Structure
Council of the Nine - A group of elder elves who council the High Chancellor on matters of state and server as ambassadors around the empire and in Ilithorn. Each member must be a First and be at least 100 years of age.
Culture
The Athlean culture is based around the idea of opulence. Obtaining wealth and then showing off that wealth is the main focus of the Chosen in Athlea. The Dullmars on the other hand focus on avoiding the eir of the Chosen and the basic needs to survive.
Public Agenda
The basis of any decision made by an Athlean CHosen is first for their own advancement then the advancement of Athlea over the other city-states. The Chosen High Elves believe that is better to be the 5th most powerful Athlean if Athlea is the most powerful city-state than being a part of a weaker Athlea.
Assets
Athlea's greatest asset is the trust a favor of the Lord Emperor.
Territories
The Athlean city-state consists of the city of Athlea along with the immediately surrounding lands. Athlea, is a cut in the side of the east side of the Durens just south of the transition to the Silver Peaks.
Military
The military of Athlea focuses on basic Dullmar infantry holding up the enemy's main lines while powerful Chosen sorcerers lob powerful spells from distance. These sorcerers are hard to miss as they adorn themselves in lavish outfits and plumage while being followed around by douting retainers.
Technological Level
Second only to the Gnomes of the Dunes of Sirdull, the Athleans use magic to create everyday useful items based around magic.
Their greatest contribution to the empire's technology is sending stones. These very expensive stones are held by those in power in each city-state to increase communication speed and information spreading. It is very rare for an individual to have a sending stone.
Agriculture & Industry
No outsiders really understand what the Athleans do to achieve their great wealth. They seem to be useless compared to the other city-states that have clearer industry and jobs. This does not limit their wealth though or their perchance to show it off and hold it over the other city-states.
The one industry they are recognized for is highly skilled artisan work like jewelry, high fashion, and art.
Above the rest
Laws for the city-state are written by The Council of the Nine then approved and enacted by The High Chancellor.
