Terran Confederated Republic

The Terran Confederated Republic is the dominant governing body of the human race and a majority of its holdings, and has been since its founding in 2105.
The TCR is a republic in name only. A product of humanity's own hubris, hypocrisy, and cruelty, the Terran Confederated Republic is closer in actual operation to a conglomerate of several imperialistic and totalitarian nations throughout humanity's ancient history.

Structure

Although there is a distinction in title and classification between the Civil Authority and the Armed Forces of the Terran Confederated Republic, there is, in reality, very little distance between the military power structure and the civilian governmental apparatus. The Chancellor represents both head of government and head of state, as well as the commander-in-chief of the Armed Forces. The Chancellor alone can appoint Supreme Court Justices, as well as the Ministers of his or her Cabinet. The Vice Chancellor is a position of notable power as well, being the president of the Central Council, the primary legislative body of the TCR. The Vice Chancellor presides over the Central Council when it is in session, though he or she may not vote unless in the form of a tiebreaker. It is worth noting that both the Chancellor and Vice Chancellor must agree on the appointments of Sectorial Viceroys and foreign Ambassadors before sending the appointment to the Central Council.

The Supreme Court is, as those that came before it, is the highest judiciary of the Terran Confederated Republic. The Court consists of the Chief Justice of the Republic and forty eight associate Justices. Each Justice has lifetime tenure, meaning that they remain on the Court until they resign, retire, die, or are removed from office through a difficult and exhaustive process. The Court has ultimate and discretionary appellate jurisdiction over all federal and sector-level cases that involve any point of federal law, and original jurisdiction over all cases affecting those in public office, in which any sector is a party. The Court also holds the power of judicial review, giving them the ability to strike down any statute which violates a provision of the Articles of Confederation. It is also able to, under peacetime conditions, strike down executive orders from the Chancellory for violating the Articles or statutory law. The Supreme Court is not able to legally intervene or weigh in when no federal regulation or law has been broken, or there has been no crime of a federal degree.

Legislative authority is held by the Federal Congress, divided into the Central Council and the House of Representatives, which act as the Upper and Lower Chambers respectively.
The Central Council is composed of Councilors, each of whom represents a single governing sector. Each sector is equally represented by six Councilors who serve with lifetime tenure. As the legislative body, the Central Council has several powers of advice and consent, as well as the responsibility of legislation at all levels. These include, but are not limited to, the approval of treaties with another nations, confirmation of executive Cabinet secretaries, Supreme Court justices, federal-level judges, flag officers in the military, regulatory officials, other federal executive positions, and uniformed federal officers.

Aside from the branches of the government, there are also the individual departments that are responsible for control and oversight of the various aspects of a functioning interstellar nation. Each Department is headed by a Minister, who is also a member of the Chancellor's Cabinet. Among them, there are the following departments:
The Department of Agriculture oversees and places rigid regulations on the production of foodstuffs, be it cattle or crops, to ensure purity and quality standards are met. Many colonial farmers and sharecroppers disdain the department for its 'heavy-handed' approach. The current Minister of Agriculture is Kwame Kusiwaa.
The Department of Antiquities is a rather small wing of the government, charged with preservation and protection of historical artifacts, locations, and structures, namely on Earth, to preserve the history of humanity for years to come. It is also oversees the component Republic Park Service. The current Minister of Antiquities is Mathys Bekker.
The Department of Intergalactic Trade regulates, as its name suggests, the trade with other factions, namely alien governments, in the galaxy. This trade is most often secured and actively overseen by a detachment of the Navy, as well as the department. The current Minister of Intergalactic Trade is Patrizio Marotta.
The Department of Defense is by far the largest department of the TCR's government, comprised of not only civilian consultants, but researchers, flag officers, and military scholars. The DOD works very closely with the Navy, Marine Corps, and Territorial Army to ensure the security and sovereignty of the TCR. The current Minister of Defense is Leon Russell.
The Department of Business, Energy, and Industrial Strategy is also a large federal department, chiefly responsible for enforcing the admittedly-lax pollution restrictions of the TCR, among ensuring that businesses and industries comply with the needs and restrictions set by the government. They also ensure that the energy production needs of the TCR are met or exceeded. The current Minister of Business, Energy, and Industry is Jessica Branholm.
The Department of Education is one of the smallest departments in the federal government, in charge of establishing policy for, administering and coordinating most federal assistance to education, collecting data on schools, and to enforce federal educational laws regarding privacy and civil rights of both students and instructors. The current Minister of Education is Zakia Anvari.
The Department of Urban Affairs is placed in charge of all those affairs concerning when an environment has become listed as "urban" in the Census, including but not limited to housing, construction projects, and more. The current Minister of Urban Affairs is Ronald Montgomery.
The Department of Homeworld Security is largely seen by the populace as a law enforcement organization, but it is more than that. In addition to serving as the utmost federal security agency, it is also chiefly responsible for the public safety and security of Earth, as well as the Sol system. Both the Republic Intelligence Service and the Direct Security Agency, as well as local law enforcement agencies, must yield jurisdiction and authority to Homeworld Security once they become involved. The Current Minister of Homeworld Security is David Torres.
The Department of Health and Human Services is seen as somewhat controversial in the modern age. Its name refers specifically to the human species, something the more galactic community-oriented citizens of the Republic detest. However, it fills a tremendously important role in the TCR. It is a sweepingly large department with the goal of protecting the health of all Republic citizens and providing essential services to them. Several independent agencies report directly to HHS, who in turn report directly to the Chancellor through their Minister. The current Minister of Health and Human Services is Anthony Becorra.
The Department of Justice is the second-largest department of the federal government, consisting of numerous federal enforcement and investigative agencies, as well as the federal court system beneath the Supreme Court. The current Minister of Justice is Alexandra Roslin.
The Department of the Interior is responsible for the conservation of federally-owned land, natural resources, and other related entities. It often relays geological and atmospheric data to corporations or other groups interested in construction projects on federal property. The current Minister of The Interior is Lars Angström.
The Department of State is another rather large department, responsible for the TCR's foreign policy and intergalactic relations. All Ambassadors are employed by the State Department. The current Secretary of State is Sharon Marsh.
The Department of Transportation oversees not only the massive public transit programs in the TCR, but also the semi-automated network of cargo tugs and drones used by most federally-owned installations and starports. It also ensures that sector, star, and colonial level governments comply with federal safety standards for transport. The current Minister of Transportation is Yang Xinyue.
The Department of the Treasury is responsible for, as its name would suggest, the financial inner-workings of the TCR. The Federal Bank of the Republic, production and distribution of the Terran credit, collection of all federal taxes, and management of the TCR's internal and external debt all fall within the Treasury Department's jurisdiction. The current Minister of The Treasury is Nicolaos Palamopoulos.

Culture

The TCR is outwardly nationalistic and overtly patriotic, yet it is internally divided. Many humans view aliens as lesser-than, and want nothing to do with them outside of necessity such as resources or alliances of convenience. However, there is a growing minority, largely among the colonial sectors, that views the aliens as equal to humanity, and wish to integrate with them in some fashion.

The government of the TCR constantly furnishes staggering amounts of pro-government and pro-military propaganda. There is often little to no dissent from the government's representatives, even if the ideas being pushed are not something they agree with, but the authoritarian measures don't stop there.

Public Agenda

The public agenda and objectives of the TCR are widely declared as the advancement and progression of humanity, while providing it with economic and military structure as man pushes further into the great unknown.

Demography and Population

The population of the TCR is just as diverse as the human species; every nationality that existed and still does exist on Earth is represented in some capacity. Colonies in days past were often sponsored by the various Earth nation-states, resulting in pointedly cultured colonies that were vastly different from one another. Over time, Earth cultures have faded somewhat in the colonies, especially apparent in those far from the beaten path of the merchant convoys and TCRN fleets.
The core worlds have a definitive population of nearly 800 billion, with Earth alone making up a staggering portion of that number. The inner colonies and outer colonies have a much more difficult time keeping track of population due to negligence, unreliable census operations, and difficulty with long-distance interstellar communication.
The TCR only recognizes a handful of Earth-derived languages as official, despite the prevalence of Extraterran Creole and Hispañol in the colonies. English, Mandarin, Castillian Spanish, Hindustani, and Arabic are all officially recognized as the languages of the Republic, with English and Mandarin dominating most exchanges, and only English being used in interactions with other species.

The vast majority of the Republic's citizens reside in what has developed into a highly stratified society. Burdened by over-population and scarce resources, most live in poverty, forced to rely on basic government assistance to survive day to day. Those on Basic have access to shared housing and accommodations, minimal healthcare, and recycled, mass-produced clothing, and face a great amount of restrictions on their freedom of movement, as well as their ability to reproduce. Only a small number of legal births are permitted each year among those on Basic, determined through a twice-yearly baby lottery. Though largely uneducated and absent from the greater TCR economy, there exists a vibrant and diverse barter economy within the Basic population, as well as an expansive grey market and lucrative black market.
The only way off of Basic is through employment, education, or military service. Those who achieve sustained employment or serve the required 8 years in the armed forces, however, gain access to a much higher quality of life. In addition to better civil services, access to high quality food and healthcare, they also have the right to purchase and own land as well as vacant property. Even among the employed, however, the 'Population Tax' is often prohibitively expensive. Families or groups of closely associated people will often form civil unions to share the financial burden of raising a child.

The lack of opportunities in the core worlds and Earth especially has pushed many of the Republic's citizens to seek a new life in space. For those who qualify for employment positions elsewhere in the Republic, such as the inner and outer colonies, they can find a measure of freedom unheard of among those on Basic, and even many of the employed. The most common avenue of leaving home, however, is a career in the military. Primarily a spaceborne force, the two largest branches consist of the Terran Confederated Republic Navy and the Terran Confederated Republic Territorial Army.

Military

The Terran Confederated Republic operates a vast military apparatus consisting of three branches.
The first and largest of these branches is the Terran Confederated Republic Territorial Army, which functions as a primarily defensive and security force. Every single world under the authority of the TCR will have a sizable garrison of TCRTA troops, which will only increase in size as the planet's population does the same. TA troops are trained primarily and almost exclusively to be the 'bulk' of any ground-based conflict. During any defensive operations on a TCR-owned planet, the Territorial Army is generally given command, as they are experienced with the terrain and population of their garrisoned world.
The second-largest, and perhaps most widely known of the branches is the Terran Confederated Republic Navy. It operates the vast amount of ships and stations that make up the various fleets and sector commands. TCRN ships are a common sight throughout the Republic's territory, with large patrol groups and flotillas ever-vigilant for hostile incursions and piracy. Naval personnel are trained in every possible scenario that could become reality on a spacefaring warship; loss of gravity, life support failure, reactor breach, mutiny, hostile boarding action, and more. The Navy drills frequently and without warning in emergency situations while underway, and most often while transiting towards a possibly dangerous area of operations.
The smallest, and yet possibly most revered of the branches is the Terran Confederated Republic Marine Corps. Comparative to its sister services, the Corps is a small, elite service branch comprised of tough-as-nails individuals who are ready to die for their nation at a moment's notice. The unofficial motto of 'first to land, last to leave' rings true for many marines, as the nature of their work turns many of them into adrenaline junkies. Some regard them as psychopathic killing machines, while others see them as a necessary evil, but most citizens of the Republic view the marines as heroes, willing to risk everything. Marines are almost exclusively attached to naval warships, with specific areas aboard most larger vessels made to house and accommodate them while in transit to the next theatre of war.
