Bin-Aclari, Lesser Sister of Fate
The Being of Soul watched how Everything and Nothing clashed, the contour of their forms interlocked, forming infinite realities that died the instant they were formed, for time held no meaning here. Understanding how they created this conflict, Soul severed their arm, sending it into the Maelstrom, forcing the fight to escalate, knowing this was the only way towards peace, towards breaking the cycle. As the arm became pure potential, the Being Nothingness gnawed at the open wound of the Being of Matter, poisoning the Maelstrom; the venom kept the wound open, forcing each iteration of reality to flow from one to another. The venom turned into Void and carried its progenitor's wish; annihilation of reality. The arm turned into an Architect of Fate, yet their mind was corrupted by the Maelstrom; instead of achieveing equality between Nothingness and Matter, the Architect worked against the Void in an attempt to overthrow Nothingness altogether.
Aclara is the fourth iteration.
Bin-Aclari is the name of the fourth iteration of the Divine Architect, a splinter of Celestial Fate that holds dominion over souls themselves. Being so far from her "older sister", Bin-Aclari has almost forgotten the original nature of her being and reason of existence; during the events of Aclara, she is completely hellbent on the destruction of the Veilborn through any means necessary.
Her personality is the most well-defined because of her continuous interaction with the mortal planes, but also because of her age (literally three times older than the entire length of Aclara's existence). Over eons, her purpose has shifted from mediating between the Veil and mortalkind into an opressor of everything born out of Nothingness. She manipulates the Threads of Fate in order to force events to play out according to her plans, forgetting that her powers are bound by the confines of Aclara; that is, her "older sister" already knows how every single event, interaction or lifespan will begin and end, including Bin-Aclari's.
The Divine Architect is very open and friendly towards the Divine Aspects that help her cause, while actively tampering with those who oppose her (that's Xur-Hikasa, Aspect of Knowledge for the most part). Her authority is unquestionable at the Divine Council; unless all her "cousins" oppose her, the word of the Architect is final. Still, she listens to everyone's input and acts only after debating the affairs with the others (most of the time, that is).
Divine Domains
Bin-Aclari inherited from Fate a fraction of power over souls and destiny. She is able to see how events would transpire without her intervention and she is able to influence these outcomes to some extent; depending on the "power" and "heaviness" of the individual's soul, she may alter their fate more, less or, in rare cases, not at all. Her foresight applies both to the personal level (allowing her to "read" a mortal's future) and to larger groups (nexus events, areas in time and space that involve many Threads of Fate interlocking, beginning and/or ending; anything from an apocalyptic disaster to a thousand-year war or a scientific conference that will define the future). She is also capable of "exiling" people from their fates, locking them outside of "destiny", essentially blocking them from ever interacting with nexus events; this can happen only when the person has such a pull on the Threads of Fate that destiny itself turns and bends around them (people such as the White Saint of the Meridian plane).
Artifacts
Not technically being artifacts, the Threads of Fate are connections of soul that link every living being in Aclara. Bin-Aclari can see and manipulate these tethers in order to affect the destinies of mortalkind; they are essentially microscopic lines of pure mana that links together people - the stronger the relationship, the more clearly defined the line will be. While almost no mortal can actually sense the Threads, they subconsciously understand they are connected to the others around them. As they are made of mana, a few abilities are able to interfere with the Threads, notably the Banishment and Confinement versions of visualization magic.
Divine Goals & Aspirations
The ultimate goal of Bin-Aclari is to use her schemes and plans to destroy the Veilborn - no cost is too great for her. She believes her "older sister" has tasked her with the divine duty of eliminating the enemies that seek to drown Aclara into the dark of nothingness. As such, anything she does to oppose them is justified by her divine duty and obligation; anyone who opposes her, a sinner and a traitor of her divine plans. She relies on her powers to manipulate mortalkind into following her path towards what she considers salvation; however, the opposition faction inside the Heavenly Council (led by Xur-Hikasa) works against her plans and looks to end the strife between the progenitors once and for all.
