Seat of power

Perched atop the mumble mumble mountain, on the shores of the great basin lake, sits the town of mumble mumble. Originally home only to the Institute, the small settlement has grown into a large town, and seems to be growing still. The Institute is split as to whether to allow this growth to continue. There are both advantages and disadvantages to allowing a larger prescence to develop here.   The lake which the town is built around is perfectly clear and acts as an enormous mirror of the night sky. There are no buildings allowed to encroach out onto the lake. In fact there is to be no man made structures within at least 10 feet of the water's edge. The lake is one of the reasons the Institute set its headquarters up here in the first place. That and its secluded and difficult to reach location.

Government

When the Institute realised that people were gravitating towards their base and seemed to have a desire to set up a permanent settlement here, they worked out a series of conditions and presented them to the folk who arrived. They would allow them to form a town nearby, but they must adhere to the conditions without question. Glad of somewhere to finally be able to settle down, they agreed. The Institute has final say over certain aspects of the town, but they have no desire to waste time and resources on running one.   The day to day running of the Town is seen to by an elected Mayor. They are assisted by a council of people who represent the critical functions of the Town, such as defense, food supplies, trade etc. The mayor is also responsible for ensuring that the conditions set down by the Instute are adhered to, and act as intermediary between the Town and the Institute. They hold regular meetings with the Instute where they update eachother with any ongoing events, and go over anything else of importance.

Architecture

As laid down in the Institute's conditions, no building in the town may be taller than two storeys in height, though there is no limit on the other dimensions. Most buildings are made from stone sourced from the mountain that they sit upon. Windows all have to have light proof shutters affixed to them.

I love this take on the prompt! The mumbling in the opening paragraph made me lol.
