Gleefully taking the reigns of Rhocenza after it was handed to her on a silver platter by the Fleshmelter cult founded in her name, Jilixia put her centuries of experience ruling townships decades and centuries prior to excellent use as she transformed Rhocenza into her ideal utopia resembling that made by her mother, Dahmunara Worldthrone, centuries ago - a haven for female supremacy, albeit one much more sinister than that her mother had created.

Taking control of Rhocenza, Jilixia wasted no time transforming it into her ideal paradise - regular ritual sacrifices were made in her name, men were made into animals to be whipped, burned, and abused, and women were placed at the helm of society as a frenzied cult gripped the city completely.   Despite her brutal and cruel policies, her centuries spent honing her skills ruling over others made her rule a perfectly autocratic one - an absolute tyranny where, through cunning manipulation, charisma, and brutal violence, the residents of the city fell into an obsessive, masochistic fervor that would not see her deposed for centuries. The city, despite its tyrannical rule, became increasingly wealth under her rule as its residents became wealthier and more prosperous.
